<br />-5- <br /> <br />7. The Knutson Company is open to suggestions as to the best type of security <br />system which should be utilized within the building. <br /> <br />8. Mr. Adams stated that condition No. 8 was not within the purvue of the <br />Knutson Company, but a decision which would have to be made by the Village <br />Council and Planning Commission. <br /> <br />Mrs. Bernie Hilbert, 2895 North Hamline, representing the Roseville League of Women <br />Voters indicated that the League had three major concerns regarding the proposals <br />for moderate income housing in Roseville. <br /> <br />1. Concern that the development of Roseville continue to be orderly and in line <br />wi th the guidelines establ ished through the 7 01 Comprehensive Plan Study. <br /> <br />2. Concern that the Roseville be a non exclusionary cammlIDity. It should be a <br />community open to people of any ethnic or economic background who may wish to <br />live and work here. <br /> <br />3. Concern that if Roseville is interested in attracting new business and industry <br />that we should be able to provide housing for new workers as well as those <br />already working here. <br /> <br />Mr. Vern Johnson indicated that his biggest obj ection to 236 Developnent was the <br />loss of one-half of the tax base. Mr. Johnson indicated, however, that in view of <br />his feeling that RDseVille has a substantial need for elderly housing, he was <br />inclined to favor this application. He stated that the Village does have a social <br />responsibility to fulfill. He indicated that the suggestion that a six floor <br />structure and 50 enclosed parking spaces was a good one. He concluded that it was <br />his feeling that the developer should provide better evidence as to wRy a six story <br />building cannot be constructed when the applicant appears before the Village Council. <br />Mrs. Demos asked that the applicant consider reducing the building to six stories in <br />height. <br /> <br />Recommendation <br /> <br />Mr. G. Johnson moved and Mr. Kellett seconded, that the Connnission recommend approval <br />of Wallace Mailand's and Robert Johnson's request for special use permit and variance <br />at 1045 Larpenteur Avenue with the following conditions: <br /> <br />1. That the developnent be constructed and completed precisely as shown on <br />the site plan <br /> <br />2. That if the Village Council shall detennine that additional parking spaces <br />are needed in the future, the property owner will assure that the spaces are <br />provided. <br /> <br />3. That no more than two people shall reside in a one bedroom apartment. <br /> <br />4. That the following residency requirement shall apply: <br />a. A minimum of one individual residing in each apartment unit shall be <br />eligible for Social Security Retirement Benefits and/or have a physical <br />impairment which <br />(1) is expected to be of long continued and indefinite duration; <br />(2) substantially impedes his ability to live independently; or <br />(3) is of such a nature that his ability to live independently coulddbe improved by more suitable housing conditions. <br />
