<br />-4- <br /> <br />1. The proj ect shall consist of a single atrium type of apartment building which <br />shall house a maximum of 148 one bedroom apartments and one t\\U bedroom <br />apartment for the manager. <br /> <br />2. The building shall have a maximum height of six floors above ground level at <br />the present site. <br /> <br />3. Each of the one bedroom apartments shall be limited to a total of two adult <br />occupants one of which shall be at least 60 years of age or qualify for <br />retirement under Social Security regulations or be physically handicapped <br />as certified by a physician and in accordance with HUD qualifications. <br /> <br />4. The special use pennit shall be subject to renewal on an annual basis. The <br />special use permit shall be subject to immediate revocation at any time in <br />the event an inspection and/or audit of the premises indicates a violation of <br />the conditions of occupancy as stated herein. <br /> <br />5. The owners of this property shan furnish a minimum of 100 parking spaces, 50 <br />of which shall be garaged in a structure which shall compliment the exterior <br />design of the highrise apartment building and meet other Village codes with <br />regard to setback and dimensions. <br /> <br />6. The housing project shall be furnished with low key exterior lighting which <br />shall be designed to furnish sufficient lighting of the entrances and exits <br />to the building as well as the parking lot while minimizing the light cast <br />upon adjacent properties. <br /> <br />7. The highrise, low income elderly and handicap apartment building shall be <br />furnished with a maximum security telephone type of systEm to be installed <br />to protect the occupants. <br /> <br />8. The special use permit shall be granted on the condition that no other <br />additional low income or subsidized housing project be located within the <br />Village of Roseville within the radius of 2 airline miles. <br /> <br />Mr. Tim Mams, Vice President in charge of development for Knutson Company, <br />responded to the conditions as outlined by Mr. Durgin as follows: <br /> <br />1. Knutson would be willing to limit the highrise to 149 one bedroom and one two <br />bedroom as submitted in the proposal. <br /> <br />2. Based on the studies conducted and the architectural advice received from the <br />finn of Miller, Melby and Hanson, which has considerable experience in the <br />development of atrium type buildings, the Knutson Company, would not be willing <br />to reduce the height of the highrise from 8 to 6 floors. <br /> <br />3. The Knutson Company would agree to limit each of the one bedroom apartments <br />to two persons and specify that one of the individuals \\Uuld be eligible to <br />qualify for retirement under Social Security regulations or be physically <br />handicapped in accordance with. Bud regulations. <br /> <br />4. Mr. Adams indicated he was not an attorney and would not feel qualified to <br />answer the question as to whether the special use permit could be renewed on <br />an annual basis. <br /> <br />5. Knutson would not agree to garaging 50 of the parking spaces. <br /> <br />6. Knutson would be willing to furnish lighting in accordance with the desires <br />of the people in the neighborhood. <br />
