<br />-7 - <br /> <br />The applicant is also seeking a special use permit for a planned unit development <br />and division of a lot. <br /> <br />Mr. Bob Stroot, representing Shelter Development Corporation, stated that Shelter <br />currently owns and manages about 3,000 apartment units in the metro area. Based on <br />Shelter experience with other 236 housing developments, he predicted that a majority <br />of the residents of the development would be from Roseville or the area immediately <br />contiguous and not from the core city. Mr. Stroot emphasized that this development <br />is not public housing or low income housing. <br /> <br />Mr. Vern Johnson asked if it would be possible to include the remainder of the <br />pond in this proposal to assure that it would remain as a physical amenity for the <br />people residing in the development. <br /> <br />Mr. Stroot indicated that the property with the pond located on it is presently <br />zoned commercial, and is a very expensive piece of property; however, he felt that <br />if the addition of the pond became an important consideration in the approval of <br />the special use permit and variances, that Shelter would certainly pursue the <br />possibility of purchasing approx:imately an acre of land which would include all of <br />the pond. Mr. Membrez inquired if the developer could arrange to have two accesses <br />for the developnent instead of just one as proposed. <br /> <br />Mr. Stroot stated that with the addition of the one acre of land which would <br />include the pond, that an additional access could easily be provided. <br /> <br />Discussion <br /> <br />Mr. Marvin Trailer felt the problem of transportation and the provision of services; <br />i. e., shopping and medical, appear to be very significant, and that they should be <br />given consideration before any final decisions were made. <br /> <br />Mr. Dick Houk indicated his opposition to the proposed development. <br /> <br />Chainnan Pope read a letter frcm the Centennial United Methodist Church Administ- <br />rative Board which is located to the north of the proposed development. The letter <br />included a motion passed by the Administrative Board by a vote of 12-8. "We move <br />that the Administrative Board of Centennial United Methodist Church support the <br />proposed Shelter Corporation moderate income housing project, located at 2800 North <br />Snelling Avenue and make its support of this proposal known both to the Roseville <br />Village Planning Commission as well as to the Roseville Village Council. <br /> <br />Mr. Vern Johnson stated that he was impressed with the atrium design as proposed <br />by the Knutson Company in the previous application. He stated, it was his feeling, <br />that the design being proposed by Shelter with the long hallways would not be an <br />effective one for the elderly. <br /> <br />Mr. Membrez expressed his concern about traffic in the area of this proposed <br />development. <br /> <br />Recommendation <br /> <br />Mr. Vern Johnson moved and Mrs. Demos seconded, that the Commission recommend <br />denial of Shelter Development Corporation's request for special use permit, <br />division of lot and variances at 2800 North Snelling Avenue. Roll Call, Ayes: <br />V. Johnson, Membrez and Demos. Nays: G. Johnson, Kellett and Pope. <br />
