<br />-3- <br /> <br />Planning File 750 - Mandon Properties request for variance to sign height and size at <br />2700 North Fairview <br /> <br />Presentation <br /> <br />Mr. Jack Lawrence of Signcrafters Sign Company represented the applicant. The Village <br />code provides that a pylon sign shall not be higher than 25 feet and the gross area of <br />any surface of the sign shall not exceed 100 square feet, Mr. Lawrence indicated that <br />the applicant proposes to construct a sign 30 feet high with a gross surface area of approxi- <br />mately 146 feet. <br /> <br />Discussion <br /> <br />Mr. Pope connnented that when the applicant had applied for the construction of his truck <br />wash that he had indicated that the facility "-Uu1d draw from the trucking firms in the area <br />and therefore, have a ready made client1e. Mr. Pope reasoned that it was, therefore, un- <br />necessary to have a large sign which would be for advertising purposes. <br /> <br />Mr. Eagles indicated that he failed to see any hardship demonstrated in support of the <br />need for a variance for the sign, <br /> <br />Recormnendation <br /> <br />Mr. Eagles moved and Mr. V. Jolmson seconded, that the CoIIDllission recoIIDllend denial of <br />Mandon Properties request for variance to sign height and size at 2700 North Fairview. <br />Roll Call, Ayes: V. Jolmson, Membrez, Demos, Eagles ,Kellett, G. Jolmson and Pope. Nays: <br />None. <br /> <br />Planning File 751 - Shelter Development Corporation request for special use permit at <br />2800 North Snelling <br /> <br />Presentation <br /> <br />Mr. Bob Stroot, representing Shelter Development Corporation, indicated that this appli- <br />cation is on the same property as Shelter Development Corporation's application of last <br />year. He pointed out that the previous application had required a number of variances <br />from the Village Code. He stated that Shelter and their architects have restudied the <br />site and have developed a plan which requires no variances, The only request is for a <br />special use permit for multiple buildings on one site, The proposed plan consists of a <br />total of 164 units, including 60 one bedroom units, 84 two bedroom units and 20 three <br />bedroom units for a density of 20,5 dwelling units per acre, Mr, Stroot indicated that there <br />is a market in Roseville for housing which is oriented to families with children. The <br />rental for a one bedroom will be $132,00 per month, two bedroom $163.00 per month and <br />three bedroom $191. 00 per month, Financing has been applied for from the Minnesota Firmnce <br />Agency which is an agency of the State of Minnesota, The act which created the agency is <br />presently before the Supreme Court to test its constitutionality. The act as it is pre- <br />sently written includes a 50% tax abatement for the type of project proposed. <br /> <br />Mr. Stroot indicated that if financing through the Minnesota Finance Agency was not <br />approved, that other methods of financing would be considered, including conventional <br />financing, and in that case the rents would, of course, be market rents for comparable <br />apartments. <br /> <br />Mr. Stroot indicated there are approx:ima.tely 15 states that have agencies similar to the <br />Minnesota Finance Agency that sell tax exempt revenue bonds to help finance low and <br />moderate income housing. <br />
