Johnson seconded, that the Commission recommend that the <br />Village Cotmcil instruct the Village Planner and Village staff to meet with the residents <br />in the neighborhood to prepare proposals for noise abatement which could be presented to <br />the Minnesota State Highway Department for their consideration. Roll Call, Ayes: <br />Eagles, Kellett, G. Johnson, V. Johnson, Membrez, Demos and Pope. Nays: None. <br /> <br />Planning File 767 - Marie Slawik request for rezoning from I-I to B-3, special use permit <br />division of lot and variances at 2691 North Snelling Avenue <br /> <br />Presentation <br /> <br />Mr. Kermit McCrae representing the Minnesota Highway Department presented a letter to <br />the Commission which indicated that the Highway Department has completed the authoriz- <br />ation steps to acquire the Slawik property for purposes of right-of-way for the future <br />interchange on COtmty Road C and Snelling Avenue. He indicated that the actual process <br />to acquire the property is underway. The title searches and appraisals still remain. It <br />is anticipated that the Highway Department would be in a position to make a direct pur- <br />chase offer wi thin 6 - 9 months. Mr. M:Crae indicated that although the upgrading of <br />Snelling Avenue to include the interchange on the Slawik property is not scheduled through <br />1985, the Highway Department considers that the purchase to protect the right-of-way at <br />this time is a necessary acquisition. <br /> <br />Discussion <br /> <br />Mrs. Slawik indicated that if the Highway Department purchases the property there would <br />be no tax return to the Village of Roseville. If she were permitted to develop the <br />property the Village would receive a tax return. She indicated that she did not see the <br />improvements of Snelling Avenue through the next 20 years. <br /> <br />Mr. Carl Ctumnings, representing Grand Avenue Ford, who proposes to operate the automobile <br />agency, asked if the interchange plan as shown had been approved by the Highway Department. <br /> <br />Mr. M:Crae indicated that it had and that in addition Roseville had given approval to the <br />preliminary design. <br /> <br />Mrs. Slawik indicated that she would like the Planning Connnission to take action on her <br />request. <br /> <br />Mr. Dave McClean, 1754 Lydia, representing the Fairview Heights Civic Association, <br />indicated that he had a petition with over 210 signatures opposing the proposed develop- <br />ment. He stated that the petition would be presented to the Council. <br /> <br />Mrs. Richard Grapp, operator of the gas station on the northwest corner of County Road C <br />and Snelling Avenue, inquired as to what would happen to their gas station if the <br />Slawik property were purchased by the Highway Department. <br /> <br />Mr. McCrae indicated that since it is an existing development, that the Highway Depart- <br />ment would not purchase theproperty and nothing would be changed with regard to their <br />operation at the present time. <br />
