<br />-2- <br /> <br />Planning File 730 - Study of Noise Level at the intersection of Highways 36-280-35W <br />(north side) <br /> <br />Presentation <br /> <br />Mr. Pope indicated that the Planning Commission had held a meeting with the residents <br />in the neighborhood north of the Highway 36-280-35W interchange on July 25, to discuss <br />the noise problem which exists in the area. He indicated that Gary Orlich of the <br />Minnesota State Highway Department had also attended that meeting and had been asked to <br />appear at this evening's Commission meeting to discuss possible actions that could be <br />taken to help alleviate the noise problem. <br /> <br />Mr. Orlich of the State Highway Department indicated that since the meeting of July 25, <br />the Highway Department has reviewed the design plans for fencing and landscaping in the <br />area. It is their opinion that landscaping is not feasible because sufficient area is <br />not available for planting. He stated that the Highway Department concludes that the <br />present design is the best one. The present design calls for a standard right-of-way fence <br />(cyclone fence) to be located between the service road and the highway interchange. <br /> <br />Mr. Orlich stated that any of the measures which they had looked at as possible solutions <br />produced such little reduction of the noise level that it would not be economically <br />feasible to complete the work. My reduction in the noise level would hardly be notice- <br />able to the human ear. <br /> <br />Discussion <br /> <br />Mr. Dahlgren stated that perhaps the installation of a concrete barrier such as a jersey <br />curb would be of benefit. He recognized that it would not substantially reduce the noise <br />level in the neighborhood, but it would reduce some of the tire whine high frequency <br />noise and would also be a psychological improvement for the residents. <br /> <br />Mr. J:im Terrace, 2275 W. Highway 36, indicated that the residents have put up with con- <br />struction in the interchange area for ten - twelve years and now find that they are going <br />to get absolutely nothing from the Highway Department to alleviate the noise problem which <br />has been created by the highways. <br /> <br />Mr. Don Winseth, 2265 W. Highway 36, expressed concern about the safety of the children <br />in the neighborhood with only a standard right-of-way fence between the highway and the <br />service road. It was his feeling that large vehicles; i.e. trucks, if they were forced <br />off the road would come careening right through the fence onto the service road and into <br />the yards. He was also very concerned that the Highway Department after all these years <br />of construction were not planning on providing any sort of aid for the people that lived <br />in the area. <br /> <br />Mr. Pope suggested that one approach would be for the residents in the neighborhood to <br />meet with the Village Staff and Village Planner to prepare proposals which could be pre- <br />sented to the State Highway Department for their consideration. <br /> <br />Mrs. Demos indicated that she was concerned that the highways in the area create the <br />problem but yet the Highway Department is unwilling to do anything to assist in the <br />solution. She suggested that perhaps some of the new materials which are being developed <br />for noise abatement could be tested in the area. <br /> <br />Mr. Membrez indicated that he felt Mr. Pope's suggestion for a meeting of the residents <br />and the staff was a good suggestion. <br /> <br />Mr. Dahlgren suggested that the residents in the neighborhood might want to select <br />some representative which could meet with the Village Planner and staff if that was <br />
