<br />-4- <br /> <br />Planning File 796 - Margolis Brothers request for rezonI!~ from R-l to B-1 at 295 West <br />Larpenteur Avenue. <br /> <br />Presentation <br /> <br />Mr. Irv Margolis indicated that he had been in business in Roseville since 1939. He stated <br />that he proposes to move his nursery and garden store establishment from the present loca- <br />tion on Lexington Avenue to the property in question. He indicated that he must be out of <br />his present location by January 1, 1974. <br /> <br />Discussion <br /> <br />Mr. Membrez inquired as to the possible purchase of the property by the Ramsey County Open <br />Space Program. <br /> <br />Mr. Ken Simons, representative of Ramsey County Open Space, indicated that the site had <br />been deleted from the original Open Space Program, however, the Ramsey County Board would <br />like the opportunity to review the plans of Mr. Margolis to ascertain if the development has <br />potential detrimental effect on the open space in the adjacent area. If so, the county <br />might reconsider and purchase the ~furgo1is property. <br /> <br />Mr. Margolis indicated that he didn't see how the open space people could use it for anything <br />except a parking lot. He said that under certain circumstances he would consider dedica- <br />ting the north 510 feet of the property for park purposes. <br /> <br />Mr. Bob Baddich, 330 South McCarron Boulevard, presented a petition to the Commission <br />signed by 93 residents opposing the rezoning. <br /> <br />Mr. Wallace McBride, 326 McCarron, was concerned about what happens if the rezoning IS ap- <br />proved and Mr. Margolis decides not to construct the proposed development. He indicated <br />that there were several different types of activities that could be constructed in B-1 zoning. <br /> <br />~1rs. Demos felt that if Ramsey County wanted to review the plans to determine the impact <br />upon the open space, they should also review it, taking into account the County Board's <br />resolution, which outlines certain drainage requirements in areas adjacent to open space <br />property. <br /> <br />Mr. Duane Hokaba, 1731 Galtier Street, stated that the residents were not against Mr. Mar- <br />golis, but that they were opposed to the rezoning because the retail business proposed is <br />not in keeping with the residential neighborhood and the rezoning would certainly not be <br />considered good land use planning. <br /> <br />Mr. Ken Simons indicated that the Ramsey County Board, sitting as the Park Commission, would <br />be meeting on November 19, and that the Woodview site and Margolis property would be con- <br />sidered at that meeting. <br /> <br />Mr. Roger Holmes, representing the Department of Natural Resources, urged the Plwning Com- <br />mission to carefully consider this proposal. He stated that the property was one of the <br />best habitat areas of wildlife in the metropolitan area, particularly the provision of <br />cover for the ring-necked pheasant, <br /> <br />Mrs. Demos indicated that this property is designated on the Village Comprehensive Plan <br />as public and she would desire to see it used for open space purposes. <br /> <br />Recorrmendation <br /> <br />Mr. Kellett moved, and Mr. G. Johnson seconded, that the Conunission recoIIBllend denial of <br />Margolis Brothers request for rezoning from R-l to B-1 at 295 West Larpenteur. Roll Call, <br />Ayes: Demos, Kellett, G, Johnson and Pope. Nays: Membrez. <br />
