<br />Roseville Planning Commission Minutes <br />Wednesday, December 5, 1973 <br /> <br />The December 5, 1973 regular meeting of the Roseville Planning Commission was called <br />to order by Acting Chairman G. Johnson at 7:35 P.M. <br /> <br />Members present: <br />Members absent: <br />Others present: <br /> <br />Membrez, Demos, Eagles, Kellett, V. Johnson and G. Johnson. <br />Pope <br />Midwest Planning Representative Howard Dahlgren, Public Works <br />Director Charles Honchell and Administrative Assistant Steve North. <br /> <br />Approval of Minutes <br /> <br />Mrs. Demos moved and Mr. Kellett seconded, that the minutes of the regular meeting of <br />November 7, 1973, be approved. Roll Call, Ayes: Membrez, Demos, Kellett and G. Johnson. <br />Nays: None. Abstain: Eagles and V. Johnson. <br /> <br />Planning File 797 - Williams Bros. Pipeline request for special use permit at 2511 North <br />Lexington Avenue <br /> <br />Presentation <br /> <br />Mr. Don Berry, representing Williams Bros. Pipeline stated they propose to construct <br />a building 6'8" x 6'8" and enclose it within a 20' x 50' cyclone fence. This would be <br />located on their pipeline easement. The building will house equipment which will monitor <br />the product going through the pipe and provide warning to a central location when a change <br />in product reaches the equipment. <br /> <br />Discussion <br /> <br />Mr. Dahlgren pointed out several concerns that he felt should be explored: <br /> <br />1. Whether or not the equipment and building must be placed at this particular location <br />in a residential neighborhood? <br />2. Is it essential that the building be enclosed in a cyclone fence? <br />3. Will the existing trees on the site be preserved? <br />4. If the building must be located on this site, could a more aesthetically pleasing <br />structure be built more in keeping with the residential character of the neighbor- <br />hood? <br /> <br />Mr. Berry indicated that this site provided the best location for the construction of <br />their facility. He stated that the nature of the pipeline easement through Central Park <br />would not provide for construction of this facility and, therefore, the easement would <br />have to be changed. He also pointed out that the facility must have public access and <br />so, therefore, it could not just be placed anywhere in the park. <br /> <br />Mr. V. Johnson suggested that perhaps all of the functions could be included inside the <br />building thereby permitting the fence to be eliminated. <br /> <br />Mr. Gordon Rohrbacher, 1139 Brooks, stated that his major concern was that the terrain <br />not be disturbed so as to hinder the natural drainage of water in the area. <br /> <br />Mr. Berry indicated that he didn't foresee that there would be any change in the <br />drainage. <br /> <br />Mr. Rohrbacher suggested that a condition be placed on the approval if it were granted. <br /> <br />Mr. Gerald Schmidt, 1123 Brooks, also voiced concern about the drainage and felt that <br />the fence as proposed would certainly damage the property values of the homes in the <br />area. <br />
