He stated that the State High\lJay Department is now in the process of making an offer to buy a porti on of the S1 aWl k property and that the prol1osed site is on that oorti on of the property that vlOuld remain. To complete this project. the existing pond would have to be filled to some extent and it is calculated that 57,000 cubic yards of dirt will be needed to do this. Pemits to fill have been obtained from the Ramsey County Commissioners Rice Street Watershed and the ONR. Donald Hewitt~ 1794 r1aple Lane" appointed spokesman for the Fairview Heights Civic Association, reminded the council that a petition VJith 314 signatures had been presented to the commission at the previous hearing. He \las greatly concer'ned of the present flow of water in County Ditch No.4 and stated that even the largest rip~rap that has been placed to date has been moved by the force of this water. ~1r. Honchell stated that the only way to slow \'Jater in this condition is to put in a retaining pondi ng1,type system. GeorQe Johnson stated thati since we are eliminating ponding area in this area9 this could only worsen our condition and not help it. Vern Johnson indicated that the drainage situation iS0 indeedj critical as his property abuts the drainage ditch and is being slowly washed away due to the force of the water. He also ouestioned as to who would have to pay for improvement costs to this ditch should the Rice Creek Watershed decide to modify it in some way. Howard Dahlaren 5tated that the cost for improvements to drainage ditches such as this is usually assessed over the whole drainage area as everybody in the area contributes to the flow in the ditch.
