He stated that the State High\lJay Department is now in the process of making an <br />offer to buy a porti on of the S1 aWl k property and that the prol1osed site is on that oorti on <br />of the property that vlOuld remain. To complete this project. the existing pond would have <br />to be filled to some extent and it is calculated that 57,000 cubic yards of dirt will be <br />needed to do this. Pemits to fill have been obtained from the Ramsey County Commissioners <br />Rice Street Watershed and the ONR. <br /> <br />Discussion <br /> <br />~'arvin Co Sel1ers~ 1784 Knol1wood Avenue IJest. inquired as to the proposed access to Snellinq. <br />the intensity of light used in the parking areas. and the potential erosion of the land <br />adjacent to County Ditch 4 that could be caused by permitting more storm water to enter this <br />ditcho <br /> <br />Mike Ryan. of the Countryside Restaurants said that he anproved of the idea and that more <br />development was needed in this area. <br /> <br />Donald Hewitt~ 1794 r1aple Lane" appointed spokesman for the Fairview Heights Civic Association, <br />reminded the council that a petition VJith 314 signatures had been presented to the commission <br />at the previous hearing. He \las greatly concer'ned of the present flow of water in County <br />Ditch No.4 and stated that even the largest rip~rap that has been placed to date has been <br />moved by the force of this water. <br /> <br />~1r. Honchell stated that the only way to slow \'Jater in this condition is to put in a retaining <br />pondi ng1,type system. <br /> <br />GeorQe Johnson stated thati since we are eliminating ponding area in this area9 this could <br />only worsen our condition and not help it. <br /> <br />Vern Johnson indicated that the drainage situation iS0 indeedj critical as his property <br />abuts the drainage ditch and is being slowly washed away due to the force of the water. <br />He also ouestioned as to who would have to pay for improvement costs to this ditch should <br />the Rice Creek Watershed decide to modify it in some way. <br /> <br />Howard Dahlaren 5tated that the cost for improvements to drainage ditches such as this <br />is usually assessed over the whole drainage area as everybody in the area contributes to <br />the flow in the ditch. <br /> <br />Recommendation <br /> <br />Mr. f1embrez moved and George Johnson seconded. that the commission recommend approval of the <br />rezonin9 of 1=1 to B-3j special use permit preliminary plat and variance to sign height, <br />size and number at 2691 North Snelling Avenue" Roll Call~ ^yes~ r,eorqe Johnson, r~embrezj <br />Pope. Abstaining: Vern Johnson <br /> <br />Further Discussion <br /> <br />Vern Johnson strongly recommended that the commission ask the council to look at the <br />drainage problems on Ditch 4 as a vlhole because of the many erosion problems that it is <br />creatingo <br />
