He gave brief histories of the
hearings to date as a refresher to those present. He then went through formal pre-
sentation of the seven different sites, listing advantages, disadvantages of each,
their strength and weaknesses, and he discussed the possible site plan for each. In
concluding he stated that of the seven sites considered, two sites were much better
than the others. The two sites being the O'Neill site (Site G in his April 3 report)
and the location at Minnesota and B (Site A in his April 3 report). He indicated that
of these final two sites being considered, the O'Neill site was the superior site based
on all the criteria that had been established for determining a good fire station site.
He also stated that the location of the station is most pertinent to the location of
the apparatus as the firefighters who could man the station could fluctuate in their
place of residence.

Floyd LeCuyer, 2642 North Victoria, (Roseville Fire Chief) then presented the fire-
fighters' viewpoints with respect to the selection of a fire station. He agreed that
the fire station located on Dale Street would be the best for the City if the City
had a paid fire department. However, he stated that the B and Western site is the best
due to the location of the firefighters that live in the area. He stated that since
the response times from many different possible fire station sites were within an
average of 10 seconds of each other, that the response time of the firemen from their
homes to the station would be critical in determining the best site location. He
stated that the site located at Western and B was fully one minute better in reaction
time for the firefighters leaving their homes and arriving at the stations; therefore,
this was the best site. He also stated that if the fire station were to be placed at
B & Western that they would not consider it necessary to man the station at night.
If the station were placed in any other location it would be necessary to man the
station at night as they do with Station #2 at the present time. This would reduce the
watch schedule from pulling watch every 27 days to pulling a watch approximately
every 14 days.
