<br />Kosevil1e Planning Commission r utes <br />Wednesday, July la, 1974 <br /> <br />The July 10, 1974, regular meeting of the Roseville Planning Commission was called <br />to order by Acting Chairman Go Johnson at 7:30 PoMo <br /> <br />Durgin, Grauel, Membrez, Vo Johnson and Go Johnson 0 <br />Kellett and Pope <br />Midwest Planning Representative Terry Mills, Assistant City Engineer <br />Terry Kramer and Assistant City Manager Steve North <br /> <br />Approval of Minutes <br /> <br />Members present: <br />Members absent: <br />Others present: <br /> <br />Mr, Membrez moved and Mr, Grauel seconded, that the minutes of the regular meeting <br />of Jl.llle 5, 1974, be approved, Roll Call, Ayes: Durgin, Grauel, Membrez, V 0 Johnson <br />and G, Johnson, Nays: None 0 <br /> <br />Planning File 834 - Samuel Cave s request for prelillllnary plat "Tschida Owasso Hills <br />Plat No.. 3" at 350 South Owasso Boulevard, <br /> <br />Presentation <br /> <br />Mr. Sam Cave indicated that he had purchased a portion of Mrse Tschida's property <br />on the southeast corner of Western Avenue and South Owasso Boulevard, He stated that <br />he desires to plat the property for single family homes, He presented to the Commission <br />a revised plat which incorporated three additional lots on the curve of Western Avenue <br />and South Owasso Boulevard 0 He stated that he would like to include those three lots <br />since they are part of the property he has purchased, <br /> <br />Discussion <br /> <br />Mr, Dahlgren, City Planner, indicated in his written report that it is extremely <br />dangerous to have driveways in the area of the curve where Western Avenue and South <br />Owasso Boulevard meet, Mra Dahlgren's report noted that My, Dave's plat proposes a <br />provision for a future cuI de sac on the property which Mrso Tschida still owns by <br />the reservation of Outlot B My, Dahlgren feels that leaving this sub-street l.lllplatted <br />and unbuilt leaves a future problem for the city as it aftects the two lots which abutt <br />the outlot, He states that in the past the city has consIstently required that such <br />sub~streets be platted and built as a part of the initial preliminary plat so as to <br />avoid questions of future payments for the street, <br /> <br />To alleviate some of the problems of the proposed plat, Mro Dahlgren prepared an <br />alternate method of platting the property, The alternate plat would avoid the mnnerous <br />driveways onto Western Avenue and South Owasso Boulevard, Instead there would only be <br />two driveways onto Western Avenue, However, those two are located sufficiently south <br />of the curve so as to be reasonably safe, Also, the alternate plat provides that outlot <br />B proposed by Mr. Cave would be platted as a street for future access of the cuI de sac <br />for the development of outlot Ao <br /> <br />Mr. Grauel indicated that the curve of Western and South Owasso Boulevard was indeed a <br />dangerous area and that he supported the alternate plan as proposed by Mr. Dahlgren, <br /> <br />Recommendation <br /> <br />Mr. Grauel moved and Mr, Durgin seconded, that the Commission recormnend approval of <br />Mr, Samuel Cave's request for preliminary plat "Tschida Owasso Hills Plat No, 3" at <br />350 South Owasso Boulevard as proposed in the alternate plan suggested by the City <br />Planner and further that the applicant meet with the Planner to refine the suggested <br />plat and to insure that it is consistent with all city requirementso Roll Call, Ayes: <br />Durgin, Grauel, Membrez, Vo Johnson and Go Johnson 0 Nays: None, <br />
