~2~ Planning File 835 - Arnold Peterson's request for preliminary plat "Peterson Park Addition" at 1973 North Lexington Avenue Presentation My, Arnold Peterson indicated that he proposes to plat his property into three lots for single family homeso Discussion Mr, Terry Kramer indicated that the City desires that the plat include the dedication of 30 feet for Ryan Street and l6~ feet for Lexington Avenue, Reconunendation ML Membrez moved and Mr 0 Grauel seconded, that the Conunission recommend approval of Arnold Peterson's request for preliminary plat "Peterson Park Addition" at 1973 North Lexington Avenue, with the condition that 30 feet of right~of~way be dedicated for Ryan Avenue and 16~ feet of right~of-way be dedicated for Lexington Avenueo Roll Call, Ayes: Durgin, Grauel, Membrez, Vo Johnson and Go Johnson 0 Nays: None, Planning File 836 - Ban-Con, Inca request for preliminary plat, vacation of right-of~way, and rezoning from R-6 to R-I at about the 300 Block of Grandviewo Presentation Mro Hans Haugen, President, Ban~Con Corporation, indicated that he is requesting a rezoning from R-6 to R-I to permit the platting of single family homesiteso He is also requesting the vacation of some public right~of-wayc The plat will include 33 single family lots 0 Discussion Several residents in the neighborhood expressed their pleasme in having the property rezoned for single family residences, Mro Frank Weiss, 684 Roma Avenue, indicated that he owns a lot on the southwest corner of l.lllimproved Bismarck Avenue and unimproved Matilda 0 He indicated that if Bismarck Avenue were vacated he would have to get to his property on Matilda which is currently unimproved. He stated that in his contacts with the city the reaction to improving Matilda has not been vary favorable, He was concerned that if Matilda were vacated in the future that he would have a landlocked parcel which would be worthless 0 Mr, North stated that it is not the policy of Roseville to create a situation where property is landlocked and that he didn't think it would occur, ML Membrez felt this was a good plan and certainly was unique in that the request was for a down zoning to R-L Mro North suggested that the Commission may desire to have the pond, located to the East of the proposed plat, included in the plat as a dedication to the City for park purposes, Mro Hagen has indicated his willingness to dedicate the pond area 0 RecoTIUIlendation Mr 0 Membrez moved and Mr G V, Johnson seconded, that the Commission reconunend approval of Ban-Con, Inc. request for preliminary plat, vacation of right-of-way and rezoning from R~6 to R-l at about the 300 Block of Grandview, with the condition that the pond
