<br />ROSEVILLE PLANNING COMMISS.1......!~ MINUTES <br />Wednesday, September 4, 1974 <br /> <br />The September 4, 1974, regular meeting of the Roseville Planning Commission was called <br />to order by Chairman Grauel at 7:30 P.M. <br /> <br />Members present: <br />Members absent: <br />Others present: <br /> <br />G. Johnson, V. Johnson, Kellett, Membrez, Durgin and Grauel, <br />None <br />Midwest Planning Representative Howard Dahlgren, Public Works <br />Director Charles Honchell and Assistant City Manager Steve North, <br /> <br />Approval of Minutes <br /> <br />Mr, V. Johnson Moved and Mr. Grauel Seconded, that the minutes of the regular meeting <br />of August 7, 1974, be approved, Roll Call, Ayes; G, Johnson, Membrez, Durgin and <br />Grauel. Nays: None. <br /> <br />Planning File 845 - Ken Reinhardt's request for rezoning from R-l to R-3A at 2395 <br />North Dale Street <br /> <br />Presentation <br /> <br />Mr. Ken Reinhardt indicated that he proposes to construct an 11 unit apartment building <br />on the southwest corner of County Road B-2 and Dale, The proposed building would be the <br />same as the existing two buildings to the south. <br /> <br />Mrs. Otto who owns the home to the south adjacent to the proposed building wants to <br />continue to live there. However, Mr, Reinhardt has an option to purchase her property <br />and proposes to construct a similar apartment building on the lot when he obtains owner- <br />ship. Mr. Reinhardt presented a petition which had been signed by all abutting property <br />owners indicating that they approved of the request, <br /> <br />Discussion <br /> <br />Michael Wick, 2407 North Dale, inquired as to how the parking would be accommodated, <br />Mr, Reinhardt indicated that parking would be to the west of the proposed building <br />similar to the parking for the existing buildings, <br />Mr, Grauel stated that the present two buildings are very well maintained and that it was <br />his hope that if this request were approved that the lot owned by Mrs. Otto would also <br />be developed in the future for apartment use. <br />Mr, Membrez commented that he travelled Dale Street frequently and that he thought the <br />apartments owned by Mr. Reinhardt were some of the best maintained in the City and that <br />he was very impressed with the existing development, <br />Mr, Daryl Kramer, 2415 North Dale, inquired as to where the driveway for the building <br />would be. <br />Mr, Reinhardt responded that it would be on County Road B-2. <br />Mr. Daryl Kramer indicated that the traffic is already very bad on Dale and that to <br />increase the traffic at the corner of B-2 and Dale would be a mistake. <br />Mr. Michael Wick, 2407 North Dale, indicated that he was opposed to the project because <br />there are ample apartments in the area and that with the increased number of apartments <br />the traffic problem in the area would be intensified, <br />Mr. Dahlgren stated that Ramsey County had indicated there was a need for an additional <br />10 feet of right-of-way on Dale Street and that no additional right-of-way was needed <br />on County Road B-2. However, perhaps it would be wise to double check the need for <br />right-of-way on County Road B-2. <br />Mr. Kellett stated that if Ramsey County wants an additional 10 feet on County Road B-2 <br />it would mean that the proposed building would have to be relocated on the site to comply <br />. with the setback requirements. <br />
