<br />-2- <br /> <br />Mr. Lundy indicated that a system of baffles as suggested by the Rice Creek Watershed <br />engineers would be used to skim off the floating pollutants and settle out particle <br />pollutants before they reached Langdon Lake. The floating pollutants would include <br />gasoline and diesel fuel and the particle pollutants would include sand, etc, He <br />indicated that the Phase II portion of the PIK development requires an underground storm <br />wat&r drainage system and that a large filtering basin would be used to move contamin- <br />ents from the water before it reaches the lake. Mr, Lundy stated that a 10 year storm <br />is approximately 2.27 inches per hour. <br /> <br />Discussion <br /> <br />Yvonne Buckley, 1866 County Road C-2, inquired if the washing of trucks on the property <br />would create a salt problem, <br /> <br />Mr. Reese indicated that the washing of trucks is done insude the building and the salt <br />is removed, therefore, there would be no problem. <br /> <br />Mrs. Buckley asked if the ponds which are created behind the baffles after a heavy rain <br />would smell. <br /> <br />Mr, Lundy stated there would be no more odor than from the lake. <br /> <br />The question was raised as to what assurance there would be that the applicant would remove <br />the materials that are caught behind the baffles and settle to the bottom. <br /> <br />Mr. Lundy indicated that it is in the property owner's best interests to remove the <br />material because the more material that collects behind the baffles the longer the <br />water which is ponded will remain on his parking lot. <br /> <br />Mr. Mastel inquired if this system of baffles was being used anywhere else? <br /> <br />Mr. Lundy stated that the baffle system was being used at the Ridgeda1e Shopping Center <br />plus a couple of other sites that he was aware of. <br /> <br />Mr, Grauel asked that since the ponding of the water behind the baffles would occur on <br />the blacktop parking lot, what special arrangements were being made to assure that the <br />blacktop would hold up. <br /> <br />Mr. Reese indicated that they would be using higher strength blacktop. <br /> <br />Mr. Don Hewitt, 1794 Maple Lane, Chairman of the Fairview Heights Civic Association, <br />commented that they want to approach the application in a positive manner. He stated <br />that if the rezoning is done then certain conditions should be met to protect the quality <br />of life in the neighborhood. These would include: <br /> <br />I. Collectors and treatment facilities to preserve the water quality of Langdon Lake <br />2, Noise abatement structures between the industrial development and Langdon Lake <br />3. Visual barriers between the industrial development and the residences across <br />Langdon Lake, <br />4. Orientation of a fence of lights <br />5. Performance bond <br /> <br />Mr. Hewitt stated that the residents would like to see a good berm around the entire <br />industrial site so as to protect the residents from the noise and visual pollution <br />which occurs. <br /> <br />Mr, Arnold Blomquist, President of National BioCentric Company, stated that he waw <br />three problems in the area. <br />
