Visual impact of the industrial area on the residents <br /> <br />He indicated that while the zoning change is probably one that the Planning Commission <br />would favorably consider, that he would suggest the matter be continued and that the <br />Planning Commission and Council consider the establishment of a District for the total <br />drainage, etc. of the entire area, <br /> <br />Mr. Bob Hamilton, Director of the Metropolitan Region for the State Pollution Control <br />Agency, indicated that their offices are in Roseville and that they are very interested <br />in how the City handles this application and the whole question of the drainage basin, <br />He suggested that it is very important that the entire drainage area be considered and <br />not just the proposed development area. <br /> <br />Mr. James Pikoski, President of PIK Terminal, stated that he did not feel that any of <br />the drainage devices should be on his property, <br /> <br />Mrs. Carol MacLean, representing the Roseville League of Women Voters, presented a <br />written statement to the Planning Commission. <br /> <br />Mr. Don Hewitt, presented a petition containing 246 signatures asking the Commission to <br />either deny the requested rezoning or to require special use conditions for the develop- <br />ment of the property, The special use conditions related to the five areas of concern <br />which Mr. Hewitt enumerated earlier, <br /> <br />Mr. Howard Dahlgren, City Planner, presented the Commission with a list of suggested <br />conditions which could be applied to the special use permit if the Commission decided <br />to recommend approval. These conditions were considered individually and the applicant <br />had an opportunity to express his reaction to each condition, <br /> <br />Recommendation <br /> <br />Kellett Moved and V. Johnson Seconded, that the Commission recommend approval of PIK <br />Terminal's request for rezoning from I-I to 1-2, Special Use Permit, Vacation of <br />Right-of-Way and Conditional Use Permit at 2590 Prior Avenue, with the following <br />conditions: <br /> <br />I. That property for a cul-de-sac (50 x 100') at the north terminus of <br />Prior Avenue be dedicated to the City; <br /> <br />2. That the easterly 30 feet of Mount Ridge Road from north side of Iona Lane <br />to south line of applicant's property contiguous to Mount Ridge Road be <br />dedicated to the City; <br /> <br />3, That the first and second stage of the truck terminal be built as shown in <br />the submitted plans dated March 27, 1975, with modifications as provided by <br />these conditions; <br /> <br />4. That all runoff and pollution control devices serving his development shall <br />be maintained by the applicant; <br /> <br />5. That the City shall be provided easements as necessary to have access to <br />all drainage lines and control devices; <br />
