<br />t} <br /> <br />niseville Planning Commission <br />Wednesday, March 3, 1976 <br /> <br />The March 3, 1976, regular meeting of the Roseville Planning Commission was called <br />to order by Chairman V. Johnson at 7:30 p.m. <br /> <br />Members present: Rukavina, Simons, Kellett, Cushing, G. Johnson, Mastel, and V. <br />Johnson. <br /> <br />. <br />Hembers absent: None. <br /> <br />Staff present: Howard Dahlgren, Terry Kramer, and Steve North. <br /> <br />Approval of Minutes <br /> <br />Mr. Rukavina moved and Mr. Kellett seconded that the minutes of the regular meeting <br />of February 4, 1976, be approved. Roll Call, Ayes: Rukavina, Simons, Kellett, <br />Cushing, G. Johnson, Mastel, and V. Johnson. Nays: None. <br /> <br />Planning File 955 - Barry O'Meara request for vacation of right-of-way (portion of <br />Arthur" Street). <br />....-',~ <br /> <br />Presentation <br /> <br />Mr. O'Meara indicated that he had platted an adjacent property on Arthur Street about <br />two months ago. He is now requesting that a 30 foot wide strip of Arthur Place south <br />of the proposed cuI de sac be vacated. The vacated property would become part of Lot <br />4 on the previously approved plat. <br /> <br />Discussion <br /> <br />Mr. Rukavina inquired who owned outlot A located south of the platted property. !\lr. <br />O'Meara indicated that Mr. Hall, from whom he is buying the property, still owns out- <br />lot A. The Ramsey COl.mty Open Space department is negotiating 1vi th Mr. Hall for the <br />purchase of the outlot. Mr. Simons expressed concern that if Arthur Street were <br />vacated, that it may reduce the value of outlot A and effect Mr. Hall's negotiations <br />with Ramsey County Open Space. The value may be reduced because public access to the <br />parcel would be limited. <br /> <br />Mr. O'Meara stated that Mr. Hall had joined with him in the platting of the property <br />and he was sure Mr. Hall was agreeable to the vacation. It was suggested that a <br />letter could be obtained from Mr. Hall indicating that he did not oppose the vacation. <br /> <br />Recommendation <br /> <br />My. Kellett moved and Mr. G. Johnson seconded that the Corrunission recommend approval <br />of Barry O'Meara's request for vacation of right~of-way (portion of Arthur Street) <br />with the condition that written approval of the vacation be obtained from the o1vner <br />of outlot A or the sale of outlot A to the Ramsey County Open Space system be com- <br />pleted. Roll Call, Ayes: Rukavina, Simons, Kellett, Cushing, G. Johnson, :Mastel, <br />and V. Johnson. Nays: None. <br /> <br />Planning File 957 - PIK Terminal request for rezoning from I-I to I-2, special use <br />permit, vacation of right-of-way and conditional use permit <br />at 2690 Prior Avenue. <br />
