Impact oi :affic on mornmg and afternoon school hours <br /> <br />Proposed development - 101\ a.m.; high p.m. <br />All office development - high a.m.; lOKer p.m. <br /> <br />4. The expected increase in traffic in front of the school is 12% or <br />850 vehicles/day. <br /> <br />S. The additional traffic associated with the proposal will not exceed <br />the traffic carrying capacity of the existing streets. <br /> <br />6. If the traffic from the vacant part of the Rosedale Towers and the <br />property south of the Towers is included, the capacity of the street <br />system still is not exceeded. <br /> <br />7. Analysis indicates that the additional traffic from the proposed <br />development would warrant a signal at Fairview and the service drive. <br /> <br />8. Recommendation is made that a signal be installed at Fairview and the <br />service drive to serve the development and assure good access to <br />residents along Gluek. <br /> <br />Discussion <br /> <br />Mrs. Cushing asked if the traffic analysis had taken into account the impact <br />of the development at the intersection of County Road B and 'Snelling which she <br />felt was a severe problem already and would be more intensified by the proposed <br />development. <br /> <br />~.1r. Dahlgren indicated that the basic question to be considered by the Conmssion <br />is one of land use. He stated that the Commission will need to decide whether <br />the retail use as proposed is appropriate in the area and also the potential <br />consequences on the remaining three acres to the south of LaBelles site and the <br />8 acres to the west. <br /> <br />. <br />Mr. George Johnson, Attorney representing the Allied Stores, indicated that <br />Allied would be willing to file a declaration (deed restirction) agreeing to <br />preserve the proposed B-1 zoning on the west 8 acres of the parcel. Because <br />M. M. Development Corporation has an option on the three acres south of the <br />proposed LaBelles Store, Allied Stores could make no committment on that property. <br />He also presented a letter to the Corrrrnission from Mr. Richard Olamp, Vice <br />President of Allied Stores which indicated that if the City of Roseville approves <br />the request as submitted that Allied Stores would purchase, pay for, and install <br />a temporary traffic signal control at the intersection of Fairview Avenue ancl <br />the Trunk Highway service road at or near the point of intersection with Gluek <br />Lane. <br /> <br />~~rgaret Smith asked what was proposed on the three acres south of LaBelle's Store. <br /> <br />Mr. Navoss indicated there was no specific plans at the present but that perhaps <br />a 5,000 square foot restaurant would be considered. <br /> <br />Mr. Rosacker, Fairview Avenue, asked if Allied Stores would be willing to agree <br />to not having access onto Fairview Avenue from the 8 acre property which they <br />presently O1vn. <br />
