-5-

Recommendation

Mr. G. Johnson moved and Mr. Rukavina seconded, that the Planning Corrnnission recommend
approval of Mailand & Johnson's request for special use penni t and variances to parking
requirement, floor area and minimum floor area and minimum floor area of one bedroom units
at 1045 Larpenteur Avenue, subject to the following conditions:

lo That the development be constructed according to the plans as presented to the
Planning Commission on June 2, 1976,

2. That if needed, additional parking facilities be constructed by the owner as
ordered by the City.

Roll Call, Ayes: Rukavina, Mastel, Simons, G. Johnson, V. Johnson. Nays: None.

Other Business

Mr. Dahlgren reviewed the status of a proposed fine arts building to be constructed at
the Northwestern College which is located in Arden Hills, but has access off Lydia Street
in Roseville. He indicated that the Arden Hills Planning Commission had recoTImended to
their Council that an environmental assessment be prepared, and that their Council had
decided the project was not of the magnitude which would necessitate that action. However,
the Council had asked that a traffic study be done. This traffic study is now complete
and was being presented to the Arden Hills Planning Commission June 2.

Mr. Dahlgren indicated in discussions with the Arden Hills staff, it was felt no action
should be taken on this study at that meeting and that it would most probably be referred
to the City of Roseville for our review. He felt that we should review this study very
carefully, particularly as it impacts on the Planned Unit Development of the campus that
had been presented to the City Council previously.

Mr. Dahlgren also indicated that Arden Hills Planning Commission had indicated a desire to
work with the Roseville Planning Commission on this, a corrnnon problem.

Mr. Simons requested that Mr. Howard Dahlgren prepare a brief statement on the role of a
Design Review Board in the City. Upon obtaining the information the Planning Commiss ion
might then want to ask the Council if they would authorize Mr. Dahlgren to do a further
more detailed study on Design Review Boards and the need and use as it would pertain to
the City of Roseville,

Adjournment

Mr. Mastel moved, Mr. Simons seconded, that the meeting be adjourned at 10:35 P.M.
Roll Call, Ayes: Rukavina, Mastel, Simons, G. Johnson, V. Johnson, Nays: None.
