<br />-4- <br /> <br />Recommendation <br /> <br />Mr. G. Johnson moved and Mr. Mastel seconded, that the Commission recommend approval of <br />Victor Vik's request for preliminary plat ''Vik Addition" at 2200 Fulham. Roll Call, <br />Ayes: Rukavina, Maste I, Simms, G, Johnson, V. Johnson. Nays: None. <br /> <br />Planning File 977 - Mailand and Johnson request for special use permit and variances <br />to parking requirement, floor area ratio, minimtnn lot area and <br />minimum floor area of one bedroom units at 1045 Larpenteur Avenue <br /> <br />Presentation <br /> <br />Mr. John Daubney, Attorney for the applicant, Mailand and Johnson, headed the present- <br />ation and introduced both Mr. Johnson and Mr. Mail and , owners, Mr. Stewart Nolan, <br />(management), Curt Glasrud, (finance) and John Hiller (architect), He indicated that <br />should a specific point need to be discussed, one of the aforementioned men would speak <br />to that point in his area of expertise. <br /> <br />Mr. Daubney then reviewed in brief the proposal with its effect on the adj acent properties, <br />in particular the Lebens Greenhouse directly to the east, and its close proximity to many <br />businesses in the area which would have as their clientelle the elderly people who would <br />live in this proposed apartment building. He indicated that the proposed development <br />includes 141 one bedroom units and 9 two bedroom units; that the entire building was <br />sprinklered and constructed of solid masonry construction and that the overall project <br />development cost would be in the neighborhood of $2,500,000. <br /> <br />Mr. John Miller reviewed the architectural aspects of the building and indicated that the <br />present unit sizes are approximatley 100 sq,ft. larger than is the norm for a development <br />of this type. <br /> <br />Discussion <br /> <br />Mr. Mastel asked how many of the applicants or the applicant consultants have in exist- <br />ence now under this program. <br /> <br />Mr. Glasser replied that the Section 8 program is a new program, that there are presently <br />approximately 6 projects in Minnesota that have started construction under this program, <br />but that none have been completed as yet. <br /> <br />Mro Simons asked that John Miller explain the diagram of shadow patterns to further define <br />the effect of the shadow from this building being cast on the adj acent greenhouse operation, <br /> <br />Mrs. Stahl, 1426 West COlUlty Road B, asked if there were any garages being provided for <br />the parking of the residents. <br /> <br />Mr. Johnson, 1047 Dionne, asked if the units were being air conditioned. <br /> <br />Mro Zielske, 1697 Chatsworth, indicated that he felt this could be a good experience for <br />the people in the area, particularly for the younger children to have interaction with <br />older adults and that he had an overall good feeling for the project. <br /> <br />Mr. Nick Lebens, 102l Larpenteur, asked that the building be moved 20 feet to the west <br />to further minimize the effect on his property and that a condition be added should the <br />Planning Commission reconurlend approval that the parking, if needed, be provided by the <br />owners without any additional hearing processes being needed, <br /> <br />Mr, G, Johnson stated that he felt this was a fine development that was needed in the <br />City of Roseville. <br />
