Johnson, <br />Rukavina <br />Council liaison Albert Grauel, Howard Dahlgren, Terry Kramer and <br />Steve North <br /> <br />Approval of Minutes <br /> <br />Mr, Mastel moved and Mr, G. Johnson seconded, that the minutes of the regular meeting <br />of June 2, 1976, be approved, Roll Call, Ayes: Mastel, Simons, G. Johnson, and <br />V Johnson, Nays: None, Abstain: Cushing and Kellett, <br /> <br />Planning File 989 <br /> <br />Winchells Donut House request for special use permit at 1215 <br />Larpenteur Avenue <br /> <br />Presentation <br /> <br />Mr, Richard Evans, representing Winchells Donut House, indicated they proposed to construct <br />a Donut House on the northeast corner of Fernwood and Larpenteur Avenue. The property had <br />previously been approved for a Red Barn establishment, however, agreement with the ad- <br />Jacent property owner regarding parking could not be reached. Winchells Donut is open 24 <br />hours a day with mostly takeout service. There will be seating for 24 guests. He <br />indicated that all the setback and parking requirements are met. <br /> <br />Discussion <br /> <br />Mro G, Johnson inquired if there were any plans for development of the property to the east <br />along Larpenteur Avenue, <br /> <br />Mr, Bill Ecklund, Attorney representing Mr. Krannak the landowner, indicated that <br />Me, Krannak has an agreement with Mr. Margolis, owner of the shopping center to the east, <br />that the only development on Larpenteur Avenue will occur at the corner of Larpenteur and <br />Lexington where the existing gas station is located and the corner of Fernwood and <br />Larpenteur where the Winchell's Donut is proposed. <br /> <br />Recorrmendation <br /> <br />Mr, Mastel moved, and ML Kellett seconded, that the Commission reconunend approval of <br />Winchell's Donut House request for special use permit at 1215 Larpenteur with the following <br />conditions: <br /> <br />L That the property be developed as shown on plans submitted by the applicant <br />dated June 9, 1976, <br />2, That sod be used rather than rocks along the frontage on Larpenteur Avenue. <br /> <br />Roll Call, Ayes: Mastel, Simons, Cushing, G. Johnson, Kellett and V. Johnson. Nays: <br />None, <br />
