<br />-2- <br /> <br />Planning Flle 990 <br /> <br />Overland Express, Inc. request for special use permit at <br />2755 Long Lake Road <br /> <br />Presentation <br /> <br />Mr. Wllliam Meyer, attorney representing Overland Express, indicated that the firm is <br />an over the road carrier of goods, The company owns over 100 trailers but no tractors, <br />The tractor tmits are contracted for with independent contractors. Overland Express has <br />35 employees, 30 of whom are office employees and 5 are employed in operating the garage <br />and the safety lane check facility. He stated that over 70% of the floor space in the <br />building would be used for office area and less than 30% would be used for garage repairs <br />and the safety lane check facilities. He stated that if defects occur in any of the <br />trailers that minor repairs are made in the garage. Any repairs required on the tractor <br />are done by the independent contractor and are done off the premises. Mr. Meyer indicated <br />that no loading or tmloading of freight is done on the premises. Mr. Meyer indicated they <br />propose to utilize the existing Winnebago building which has been vacant for about two <br />years, He felt that the use of the property would be beneficial not only to the City but <br />also to the other properties in the area. Overland Express is presently located in New <br />Brighton and Mr, Meyer stated that the New Brighton facility would either be rented or <br />sold and would not be used by Overland Express. He indicated that all the repair work is <br />done inside the building, <br /> <br />Discussion <br /> <br />Mr, Jean Parranto inquired how many movements per day there would be in and out of the <br />facility, <br /> <br />~1ro Hagerman, President of Overland Express, indicated that there would be 40 or 50 <br />depending on the day of the week, He stated that the concentration of activity would <br />be from 7:00 A,M, to 10:00 P.M. but that there would be some during all hours of the day, <br />~tt'. Parranto indicated that he represented a number of the automobile dealers on Long Lake <br />Road and commented that the area is now good for Roseville. The present property owners <br />maintain their land well, He presented same photos to the Commission showing the exist- <br />ing Overland Express facility at New Brighton and indicated that he didn't feel he could <br />say that the Overland Express operation was well maintained. He stated that the operation <br />was not going to be an asset to the area and further that he felt there was no question but <br />what the proposed use should be in an 1-2 zone and not in B-3 which is a retail zone, He <br />also felt that if this proposal were approved that the chances of getting a good clean <br />activity in the vacant Kennedy-Cohen building located adjacent to the Winnebago building <br />would be reduced, <br /> <br />Mr, Hess Kline, owner of Kline Oldsmobile and Kline Volvo, stated that it was obvious <br />to him that they not only run a safety lane check at the Overland Express facility but <br />also a trailer repair facility, He indicated that when he toured the Overland Express <br />operation there were in excess of 20 trucks on the grotmds. He expressed his opposition <br />to the proposal and thought it would hurt all the businesses in the area. <br /> <br />Bill Hirsch, one of the owners of Central Chrysler Plymouth, expressed opposition to the <br />proposed use and felt that since the area was zoned B-3 that it should be used for retail <br />use, <br /> <br />Mr, Tom Grossman, Rosedale Chevrolet, indicated that a number of firms had invested <br />money in the area and felt it would be detrimental to those firms if this proposal were <br />approved, He stated that he was against the proposed use. <br /> <br />Mr. Parranto requested that the special use permit be denied. <br /> <br />My, Dahlgren stated that he had been lead to believe that the offices would be the <br />major use of the facility and that the remainder would be devoted to a safety lane <br />
