<br />-4- <br /> <br />~IT. Dahlgren indicated that according to City ordinances there is presently enough parking <br />on the site for the shopping center and the proposed medical building without adding new <br />spaces. He indicated the ordinance would require 2,911 spaces and the proposed plan provides <br />for 3,150 spaces. He stated that Slawik Enterprises has advised the City that the current <br />leases require 3,010 spaces. <br /> <br />Mr. Dahlgren indicated that by reducing the buffer strip from 70 to 40 feet, approximately <br />60 additional parking spaces are gained. Those 60 are part of the 3,150 of the proposed <br />spaces. Mr. Dahlgren commented that the question of parking required by leases is not really <br />the issue, but that the issue is whether the 70 foot buffer should be reduced to 40 feet as <br />it is on the other sides of the shopping center. property. <br /> <br />The property owner at 1390 Skillman commented that perhaps it would be better if one of the <br />existing vacant buildings in the City would be used for the medical clinic instead of con- <br />structing a new building. <br /> <br />Mr. Bill Sailor, 1433 Skillman, inquired what would be done to prohibit parking by the medical <br />clinic clients on Skillman and other residential streets. <br /> <br />Mrs. Thompson, 2008 Asbury, expressed concern that if the rezoning is approved and traffic <br />problems develop, that the applicant will then be asking the City to use the streets to the <br />south, east and west for access to their property. <br /> <br />ivlrs. Slawik indicated that she wanted to be a good neighbor and that she didn't want the <br />people to be cross at here, therefore, she '~as going to withdraw the request for variance <br />to parking requirement and setback. <br /> <br />Recommendation <br /> <br />Mr. Mastel moved and Mr. Rukavina seconded, that the Commission recommend approval of <br />Har Mar, Inc. request for rezoning from R-l to B-l-B and special use permit at 2100 North <br />Snelling Avenue and to recommend approval of Har Mar, Inc. request to withdraw the appli- <br />cation for variance to parking requirement and setback at 2100 North Snelling Avenue. <br />Roll Call, Ayes: Mastel) Simons, Kellett, Rukavina and G. Johnson. Nays: None. <br /> <br />Mr. Frank Martizelli, Commissioner, Minnesota State Highway Department, indicated the <br />Highway Department is presently conducting a study of the intersection of County Road B <br />and Snelling Avenue. He stated that the State is concerned about traffic flow and safety. <br /> <br />Planning File 1000 - Allied Stores request for preliminary plat, rezoning from I-I <br />and B-1 to B-1 and B-l-B, special use permit and variances to sign <br />size and parking at 1758 Highway 36. <br /> <br />Presentation <br /> <br />Mr. Richard Champ, Vice President of Donaldsons, thanked the Planning Commission for again <br />considering their application and also thanked the citizens for their understanding about <br />returning to another meeting. <br /> <br />~Ir. Griffi~ representing the applicant, indicated that the previous proposal included specific <br />plans for 1/3 of the 18 acres. This proposal includes specific plans for 2/3 of the 18 acres. <br />~<<. Griffin indicated that the remaining 6 acres, not currently proposed for specific develop- <br />ment, would be developed as quickly as possible. He stated the Golden Age Nursing Home has <br />expressed an interest in 3 of the acres and the M & ~1 Development Company is interested in <br />the last three acres for an office building. Mr. Griffin stated that breakoff block would be <br />used on the LaBelle's building and Frank's Nursery. The Learning Tree Center would use cedar <br />siding and LaBelle's and Frank's would also use some cedar on their buildings. The traffic <br />
