-3-

Mr. Dahlgren indicated that when the Fairdale Shops, which are located across the
street from the proposed site, were being proposed, brick facing was required on all
four sides and it was his reccmnendation that brick treat:rrent be continued in this
area and on this site. He also indicated that it was a feeling of the Fire Marshal
that the sprinklering of buildings, especially those used by a general public, is very
i.Irportant.

Mr. SiIrons felt some of the species used in the landscaping plan should be reviewed
as to their hardiness to withstand the Minnesota winters and that possibly the trees
proposed be changed to match those of the same species in the general area.

Mr" Kellett indicated that he disagreed with Mr. Dahlgren in that brick is not needed
in all buildings and that a handsare exterior can be created by using building materials
other than brick.

Recarrnendation

Mr" Kellett IIDved and Mrs. Cushing seconded, that the Corrmission recamend approval of
Denney's, Inc. request for special use permit at 1880 Perimeter Drive, subject to the
following conditions:

1. That the building be sprinklered
2. That the landscape species be re-studied
3. That the interior landscaping island on the west side of the property
be allowed to be roved southerly.

Roll Call, Ayes: Cushing, G. Johnson, Kellett, Rukavina, Mastel, SiIrons, V. Johnson.
Nays: None.

Additional Business

Considerable discussion was given to the condition to sprinklering the building
that was placed on Denney's request. It was the general feeling of the Planning
Carrmission that sprinkler systems are very desirable in buildings which are used heavily
by the public, particularly restaurants. It was, however, thought that it seems to be
arbitrary on the Planning Carmission's behalf to demand as a condition of a rezoning
that the applicant put in a sprinkler system; if sprinkler systems are wanted, perhaps
a change in the City Code should be affected making this a building requirenent. The
Planning Commission then requested that the Fire Marshal be asked to give them a brief
presentation at their next regular meeting to give them further background on the
advantages and disadvantages of sprinkler systems or their acceptable alternatives.

Further discussion was also given to the formation of a design review committee"
Mr. Dahlgren indicated that he would write a !rem:> to the Planning Ccmnission recapping
this discussion.

Adjournment

Mr. Rukavina IIDved and Mr. Kellett seconded, that the rreeting be adjourned at 9: 10 P.M.
Roll Call, Ayes: Cushing, G. Johnson, Kellett, Rukavina, Mastel, SiIrons, V. Johnson.
Nays: None.
