Johnson <br /> <br />others Present: Havard Dahlgren and Terry Kraner <br /> <br />Approval of Minutes <br /> <br />Mr. Rukavina ITOved and Mr. Kellett seconded, that the minutes of the regular rreeting of <br />June 1, be approved. Nays: None. <br />Abstentions: Mastel. <br /> <br />Planning File 1040 - Murlawski a.11d Reiling request for preliminary plat between <br />Josephine Road, County Road C-2, Lexington and ~rrill <br /> <br />Presentation <br /> <br />Hem:y Murlavski requested approval of the 5 lots of the proposed plat that fronts on <br />Josephine Road. He indicated that as the Rice Creek Watershed was presently doing a study <br />of the storm water runoff in this area, his plat could not be acted upon due to the un- <br />certainty of the placenent of storm sewer lots to and through his property. He indicated <br />that he would, ha-.rever, like to start building in this area and for this reason is asking <br />for a preliminary plat of 5 of the lots that front on Josephine Road. <br /> <br />Howard Dahlgren reviewed the past history as it relates to the Rice Creek Watershed and <br />the general plan for this area and indicated it was the recormendation of the staff that <br />lot 5 be designated as a drainage holding basin. <br /> <br />T. Kraner indicated that the Rice Creek staff has reviewed the proposal and has found it <br />to be wi thin the guidelines as set by the Rice Creek Watershed. He . also indicated that <br />the Public Works staff wou.ld request the dedication of a 20 foot utility easenent along <br />the north edge of these proper"des to facilitate the construction of sanitary sewer. <br /> <br />Discussion <br /> <br />Mr. John Wagner, 1245 Josephine Ibad, askerl. how the 5 lot.s W0.11d be graderl. with respect <br />to the property across Josephine Road to the north. <br /> <br />Mr. Tan Lynch, 3210 HaInline, indicated that he was a rrember of the Arden Hills Planning <br />Comnission and that their Planning Conmission would request at such tine as the Rice Creek <br />Watershed Study is done, that an ad hoc conmittee be forrred carprised of the two Planning <br />Comnissions to review the study and work out a solution acceptable to ooth cormuni ties. <br /> <br />Carl Keller, 1255 Josephine Road, asked if it was the intent of the Rice Creek Watershed <br />to divert the water that is nav fla-.ring to the lake in three exist.ing discharge points to <br />Little Josephine. It was indicaterl. to him that at least t.'Wo of these discharges may be <br />diverted to Little Josephine as this wa~ indeed the object. of the study. <br /> <br />Mrs. Schifsky, 3082 North HaInline, questioned the ability of lDt 5 to handle the runoff <br />fran the other foor lots in the plat. <br />
