<br />-5- <br /> <br />Mr. Walker expressed concern that, based on the soil conditions, the horres may sink, <br /> <br />Mr. Cave responded that he has had very extensive soil testing done on the property <br />and there is no indication there woold be any pmblems with construction. <br /> <br />Mr. Cave also responded that he felt the traffic situation at Transit and Rice should <br />be studied by the State. <br /> <br />Mr 0 Sirrons indicated that he was influenced by the City staff recorrmendation to have <br />the cul de sacs cormected. He also felt that a canbination of duplexes and four plexe!: <br />in the proposed R-4 area would be appropriate. <br /> <br />Fecorrmendation <br /> <br />Mr. G. Johnson lIDved and Mr'. Kellett seconded, that the Conmission recormend approval <br />of Ed Cave and SOn's request for rezoning from R-I to R-4 and B-I-B and preliminary pIc <br />at 2489 Rice Street with the following conditions: <br /> <br />10 That the necessary utility easements be provided at no cost as required by <br />the Public Works Director 0 <br /> <br />2. 'Ihat an additional 50 feet of right-of-way be dedicatErl for Rice Street. <br /> <br />Mr. Rukavina indicated that he felt the Planning Canmission should adopt a policy of <br />constructing cuI de sacs onl y when it is not possible to connect the streets. He <br />stated that he would be against the lIDtion because the cul de sacs were not cormected. <br />He felt that the four plexes were a reasonable use. <br /> <br />ML. Kellett lTOved and MI:'. Sim::>ns seconded, that the lTOtion be arrEIlded to include a <br />third condition as foll~: <br /> <br />30 'Ihat a walking easement be provided to the park through the single family <br />property at the north end of the proposed Marion Street. <br /> <br />Mrs. Cushing indicated that she really liked this plan until she had viewed the <br />property 0 After seeing the pro:perty she felt the proposal wmld destroy too mch of <br />the natural topography and vegetation. <br /> <br />Ibll Call vote on arrendment: Ayes: SiITOns, Kellett, Cushing, Rukavina and V. Johnson. <br />Nays: G. Johnson and MasteL <br /> <br />Roll Call vote on main lIDtion as arrended: Ayes: Kellett, G. Johnson, and VO Johnson. <br />Nays: SOOns, Cushing, Mastel am Rukavina. (Amended main notion defeated) . <br /> <br />Mr. G.
