<br />-4- <br /> <br />Mr. Dahlgren indicated that there are certainly disadvantages of cul de sacs as it <br />relates to sane of the City's depa.rt:rrents, h0Y-'9ver, it is also true that the environ- <br />rrent of living on a cul de sac is preferable to a thru street. He stated that once a <br />person has lived on a cul de sac he has Ii ttle desire to return to a thru street prope.I <br /> <br />Mr 0 George Jdmson agreed that the cul de sacs should not be connected. <br />Mr. Walker expressed concern about what would happen to all the oak trees on the prope.I <br /> <br />Mr. Cave indicated that he intended to retain as many of the oak trees as possible 0 <br /> <br />A resident on Gal tier Circle indicated that several people now walk through his propert <br />to get to the park on the north and he was concerned how the residents in the proposed <br />hares woo.ld get to the park. <br /> <br />Mr. Dahlgren suggested that a walking easement at the end of the proposed Marion Street <br />cuI de sac could be provided to the park and W01ld perhaps be a good idea. <br /> <br />Mr. Harry Kath opposed the idea of an easement and also opposed the connection of the <br />cul de sacs. He felt that the whole plan as proposed canpl:i.rtents the area. <br /> <br />Mr. Paul Walker inquired as to what will happen to Transit Avenue if the proposal is <br />approved . <br /> <br />Mr'. Kramar indicated that at this time it is unknam exactly what will be done to <br />Transi t Avenue, but that the City will be investigating the possibility of improving <br />the street. <br /> <br />Mr. Cave indicated that he has attenpted to focus the heavier traffic on Rice Street. <br /> <br />A resident on Galtier Circle indicated that a traffic problem already exists at <br />Transit and Rice and that with the additional 53 units, the problem will becane rrore <br />severe. He asked if any traffic studies had been made in the area. <br /> <br />Mr. Kramer responded that the City has had discussions with the State of Minnesota <br />Highway Departnent regarding the intersection of Transit Avenue and Rice Street, and <br />at this time the State does not intend to install traffic semaphores. <br /> <br />Mr. Sim:ms asked that with all due respect to the profit zrotive, if there were any <br />other reasons to build four plexes, rather than duplexes. <br /> <br />Mr. Cave responded that it was not just the profit bJ.t he also felt it would be a gcx:x1 <br />transition next b the comrercial zone. <br /> <br />Mr. Paul Walker indicated that he did not believe there was enough information for <br />the Camlission to make a :ree<mrendation at this time. He felt that there was not <br />enough notice given of the JIEetl.ng and that the ItEeting was too soon after the holidays <br />He stated that before the property should be rezoned the enviornIrental studies should t <br />conpleted. He also expressed concern about the traffic and the drainage in the area. <br />He encouraged the Ccmnission to continue the application. <br /> <br />Pat Ryan, 220 Transit, felt the property shoo.ld remain R-l. He felt the multi-family <br />housing would decrease the value of his property. <br /> <br />Mr. Harry Kath indicated the present amer of the property pays substantial taxes and <br />he carmot affort to continue to do so indefinitely. He stated sarething was going to ]: <br />developed on the praperty. <br />
