<br />-/- <br /> <br />Planning File 1117 - Fine Associates request for rezoning fran R-l to B-l-B <br />and B-1 to B-I-B, preliminary plat, special use permit and <br />variance to sign ordinance at 2660 Snelling Avenue <br /> <br />Presentation <br /> <br />Mr. Dahlgren stated that the property in question, located on Cotmty Road C <br />and Snelling, consists of approximately 32.7 acres. <br /> <br />At this ti.ne, the applicant proposes to sell 3.7 acres to Toy City to construct <br />a 32,000 square foot building with 193 parking spaces and is requesting that the <br />portion of the 'Iby City site, presently zoned R-l, be rezoned to B-l-B. He noted <br />that no other portion of the proposed site is proposed to be rezoned at this tiIre. <br />Mr. Dahlgren stated that the applicant is requesting approval of a preliminary plat <br />for the division of the land into four parcels. <br /> <br />Mr. Dahlgren indicated that 'Iby City is requesting a variance to the size of the sign <br />to permit construction of a 174 square foot sign 30 feet high. Mr. Dahlgren stated <br />that under the circtm1Stances, the request for a vriance was reasonable. <br /> <br />Mr. Bruce Carlson, representative of Fine Associates, stated that at the tiIre of <br />a 1974 request to rezone the property, the proposal had three main problems: <br />1) the Highway Deparbrent had not iuade a decision on right-of-\vaYi 2) no design <br />had been prepared for the frontage road, 3) it was difficult for the developers to <br />find quality occupants. Mr. Carlson stated that in his opinion each of these <br />three problems have been resolved and that to date they had commi ttIrents from two <br />quality develorrrents. Mr. Carlson stated they have reached agreerrent with the <br />Cantero corporation to purchase the 15 acres for their corporate headquarters. He <br />indicated they do not have a specific proposal at this tiIre for Cantero, but that <br />the building would not exceed 200,000 square feet and be higher than 4 stories. He <br />stated that prior to seeking approval of a site plan for the Canten site, he would <br />rreet with neighbors to review the proposal. Mr. Carlson stated that he anticipated <br />such a proposal would be prepared in the next Ironth or two. <br /> <br />Roger Erickson, architect of Toy City, stated that the building exterior would be <br />all brick and would be spr1nklered. He also stated that the proposal rret the <br />City's parking requirerrents and conformed with landscaping requirements. <br /> <br />Mr. Ma,ttson, 2700 North Pascal, asked if the developer was seeking any action for <br />rezoning of Canten at this time. <br /> <br />Mr. Carlson stated that they were not. <br /> <br />Mr. Peterson, 2960 North Asbury, stated that traffic was a concern to the neighbors <br />and asked if there were any plans for a traffic signal at the frontage road and <br />County Road C in order to permit the neighbors to get out fran Pascal. <br /> <br />Mr. Honchell stated that the developer's traffic report had indicated that in the <br />future a traffic control device nay be necessary at County Road C and the service <br />road and that such a proposal would be reviewed at the ti.m2 the service road was <br />proposed for construction. <br /> <br />Mr. Rukavina stated that he was concerned with the landscaping plans since the <br />terrain of the site was extrerrely flat. He also stated he was concerned with the <br />sign and wondered if it \<X:>uld be possible to consider a joint sign with other <br />possible tenants of the site. <br />
