<br />-5- <br /> <br />Mr. Kuhl felt that if the property were developed that the neighborhood wanted <br />all single family hones. He stated that the multi unit buildings would decrease <br />the value of the existing hones. He indicated that the duplexes constructed by <br />Mr. Cave near Rice Street were not well done and had the appearance of barracks. <br />Mr. Kuhl indicated that it was the consensus of the neighbors that if the whole <br />area was built as single family they would favor inproving all the streets in <br />the neighborhood. <br /> <br />Mr. John Weiss stated that he did not believe there was any justification for zoning <br />any of the property for anything other than single family. He favored Wheeler <br />Street going through to Oakcrest. He expressed his opposition against the R-2 <br />zoning because he didn't feel the area needed 18 additional families when there <br />should be only 9. He also comrented that he was opposed to the R-4 zoning on <br />Fairview Avenue. <br /> <br />Mr. Mastel asked if it was true that the neighborhood had rejected cormercial <br />developrrent for their area. <br /> <br />Mr. <7eorge Kuhl responded that the decision had not been made but there had been <br />no one cone f01:Ward to make a specific offer for use of their property as <br />corrrcercial. <br /> <br />RecOIrICEndation <br /> <br />Mr. Rukavina lIDved and Mr. G. Johnson seconded, that the Conrnission recomre~1d <br />approval of Sam Cave's request for rezoning from R-l to R-4, special use permit <br />for planned unit development, and preliminary plat with the condition that <br />Blocks 2 and 3 of the plat shall be redesigned. Further, that the Corrmission <br />recorrrcend denial of Sam Cave I s request for rezoning from R-l to R- 2. <br /> <br />Mr. Mastel asked what was being acconplished by rezoning to R-4. He indicated <br />the rezoning would not preserve the intregi ty of the neighborhood. <br /> <br />Mr. Rukavina felt that it would be difficult to sell single family hones on <br />Fairview Avenue because of the traffic and also because of fire station across <br />the street. <br /> <br />Mrs. Dressler indicated that she was going to vote against the lIDtion because <br />she felt the R-4 zoning would stick out like a sore thumb. <br /> <br />Mrs. Dressler rroved and Mr. Mastel seconded, that the TIQtion be amended by <br />recorrm:mding denial of Mr. Cave's request for rezoning from R-l to R-4. Roll <br />Call on the notion to anend: Ayes: Dressler and MasteL Nays: G. Johnson, <br />Rukavina and V. Johnson. (rrotion to arrend is defeated). <br /> <br />Mr. V. Johnson indicated that he felt the R-4 zoning for the triplexes was a <br />reasonable solution to the prcblem. He stated that he didn't feel those lots <br />were suitable for single family home development. <br /> <br />Roll Call on the main rrotion. Ayes: G. Johnson, Rukavina and V. Johnson. <br />Nays: Dressler and MasteL <br /> <br />Mr. Rukavina lIDved and Mr. G. Johnson seconded, that the Corrrnission recorrnend <br />to the City Council that if Mr. Cave's property is developed as recomrended for <br />approval, that Wheeler Street should be constructed through to Oakcrest Roll Call, <br />Ayes: Dressler, G. Johnson, Mastel, Rukavina and V. Johnson. Nays: None. <br />
