<br />-6- <br /> <br />Discussion <br /> <br />Mr. V. Johnson asked if the proposal had been reviewed by the Rice Creek Watershed <br />District. <br /> <br />Mro Gregg ~Q)ugh indicated that he had reviewed it informally with the Rice Creek <br />Watershed staff and they had felt it would not be necessary for additional approvals. <br />He said there \^rould be no change in the drainage pattern. <br /> <br />Mr. V. Johnson expressed concern that we were allowing continual developrrent in the <br />area without requiring adherence to the drainage ponding requirerrents. <br /> <br />Recorrm:mdation <br /> <br />Mr. Rukavina IIDved and Mr. G. Johnson seconded, that the corrmission recomrend approval <br />of M:::Gough Construction Company I S request for variance to rear yard setback at 2711 <br />Fairview Avenue with the condition that the 10 foot storm drainage easerrent be provided <br />as shown on the site plan dated 9-28-79. Roll Call, Ayes: Mastel, Rukavina, Sirrons, <br />Cushing, Dressler, and Go Johnson. Nays: V. Johnson. <br /> <br />Mr. Vo Johnson indicated that he voted "no" not because he is opposed to the develop- <br />IfeI1t, but because he feels sorrething should be done to require the developrrent of a <br />holding pond in the area as needed before continued developrrent occurs. 'Ihe City should <br />not just continue to approve developrrent on a piece-rreal basis without solving the <br />drainage problem. <br /> <br />Other Business <br /> <br />Mr. Rukavina requested that the corrmission be provided an outline of how the Rice Creek <br />Watershed District functions and the preferred timing of the Watershed District's <br />approval of developrrents and the City I S approval of developrrents. <br /> <br />Mr. Honchell will provide the synopsis for the Corrmission. <br /> <br />Mr. Va Johnson raised the possibility of Comnission consideration of the use of solar <br />energy and the rights of property owners to availability of solar energy. <br /> <br />Mr. Dahlgren responded that he was preparing sone policies regarding solar energy which <br />could be incorporated into the Comprehensive Develop1TEnt Plan and could be considered <br />by the Corrmission at a future titre. <br /> <br />AdjOurIlIreIlt <br /> <br />Mr. Rukavina rroved and Mr. G. Johnson seconded, thc.t the Ireeting be adjourned at <br />10:00 PoMo Roll Call, Ayes: Mastel, Rukavina, SiIIDns, Cushing, Dressler, G. Johnson <br />and V 0 Johnson. Nays: None. <br />
