-5-

Discussion

Mr's. Dressler asked if there would be any advantage for the day care center
to be in a school.

Ms. Sinna indicated there would be lower rent and janitorial services would be
provided.

Mr's. Dressler conmentErl that perhaps the environrrent would be better for the
children in a school than in a cormrercial zone.

Mr. Dick Wilcox, owner of the building where Building Block Corporation proposes
to have a center, indicated that it would be a mistake to take this kind of a
comrercial day care center and place it in a residential zone. He stated that
the traffic generated by the center would not fit in the residential area.

Mrs. Dressler cornnented she felt this was a good opportunity to use the school
buildings that would be closing. She didn't think it was necessary to permit
day care centers in the coomercial zone.

Mrs. Cushing conmented that she would like to speak in favor of the proposed
change. She indicated that as transportation becares IrOre critical, having the
day care facilities in easily assessible locations is a good idea. She indicated
that the Comnission would still have control of the use through the special use
permit.

Mr. Rukavina indicated that he had serious questions about introducing the day
care use into the B- 2 zoning. He stated he was opposed to the request and he
couldn't envision a tinE that it would be appropriate to have day care in the
B-2 zone.

Mr'. Dahlgren indicated that this was a policy type of decision as to whether
or not day care centers would be permitted in conmercial zones. He stated
that his real concern was the children. He granted that it may be IrOre con-
venient for the parents to have the center in the camrercial zone but it wasn't
the best location for the children. He indicated he was worried that if this
change were approved, it would be marginal corrmercial facilities that are used,
and questioned whether this was desirable for the children.

Recormendation

Mr'. Rukavina IIDved and Mrs. Dressler seconded, that the Comnission recormend
denial of Building Block Nursery School's and Day Care Center's request to
anend the zoning ordinance. Roll Call, Ayes: Dressler, G. Johnson, Mastel,
Rukavina, SiIIDns and V. Johnson. Nays: Cushing.

Adjourrurent

Mr. Rukavina rroved and Mrs. Cushing seconded, that the ItEeting be adjourned
at 10:55 P.M. Roll Call, Ayes: Cushing, Dressler, G. Johnson, Mastel, Rukavina,
Simons and V. Johnson. Nays: None.
