<br />-4- <br /> <br />Mr. Perna responded that this was definitely the case. <br /> <br />Mr. V. Johnson asked hCM many people leave the restaurant without eating because <br />of the long wait. <br /> <br />Mr. Roma cormrented they did not have that information. <br /> <br />Mr. Dahlgren indicated that he was concerned about the parking. He stated <br />there has been in the past and continues to be a parking problem and adding <br />65 IIDre seats was going to increase that problem. He suggested that the pre- <br />sent parking is what is needed for the present restaurant. <br /> <br />Mr. Dahlgren indicated that the applicant's awn numbers indicate that at peak <br />tirres the parking lot is already full with the present number of seats. <br /> <br />Mrs. Cushing cormented that the only concern she could see with the parking was <br />whether or not it was going to have an adverse inpact on other property owners. <br /> <br />Mr. G. Johnson indicated that he felt the traffic in the area was good for <br />Roseville. He stated that he really didn't see a problem with the profX)sal. <br /> <br />Mr. G. Johnson asked if there were any proposed alternatives for employee <br />parking. <br /> <br />Mr. Roma coITl!Iented that they could require parking by enployees in the FenniIIDre <br />Restaurant parking lot since General Mills also owns that facility and that they <br />could also encourage car pooling by the enployees. <br /> <br />Mr. SiIIDns corrrrented that he was in agreement with sorre of ML. Dahlgren I s points, <br />but that he also felt the data presented by Red rooster was convincing. <br /> <br />Recontrendation <br /> <br />Mr. G. Johnson rroved and Mrs. Dressler seconded, that the Commission recormend <br />approval of Sigma. Con (Red IDbster) request for special use permit at 2330 Prior <br />Avenue with the condition that the applicant require off site parking by the <br />restaurant enployees during peak hours. Roll Call, Ayes: Cushing, Dressler, <br />G. Johnson, Mastel, Rukavina am SiIIDns. Nays: V. Johnson. <br /> <br />Mr. V. Johnson indicated that he recognized the Red Lobster is in business to <br />make IIDney and, therefore, they are interested in seeing the parking work. <br />HCMever, he felt there is a serious parking problem and that if the request <br />were approved it could possibly en fringe on the rights of other property owners <br />in the area because the applicant would have insufficient parking on his property. <br /> <br />Planning Pile 1244 - Building Block Nursery School's and Day Care Center's <br />request to arrend zoning ordinance <br /> <br />Sue Sinna, developnent director for Building Block Corporation, indicated that <br />they are requesting to arrend the zoning code by adding "day care centers" as a <br />special use in the B-2 zoning district. If that change is approved by the <br />City Council, Building Block will apply for a special use permit to operate a <br />day care center in the cormercial building on the west side of Snelling and south <br />of the unimproved C- 2. <br />
