<br />Roseville Planning Conmission Minutes <br />Wednesday, March 5, 1980 <br /> <br />'!he March 5, 1980, regular rreeting of the Roseville Planning Conrnission was <br />called to order by Acting Chairman, G. Johnson, at 7:30 P.M. <br /> <br />~ Present: Dressler, Rukavina, Sim:ms, CUshing and G. Johnson. <br /> <br />M9rrbers Absent: Mastel and V. Johnson <br /> <br />Staff Present: Council Liaison Al Kehr, HONard Dahlgren, David DrONn and <br />Steve North <br /> <br />Approval of Minutes <br /> <br />Mr. Rukavina IIDVed and Mrs. Dressler seconded, that the minutes of the regular <br />rreeting of February 6, 1980, be approved. Roll Call, Ayes: Dressler, Rukavina, <br />Cushing, SiIIDns and G. Johnson. Nays: None. <br /> <br />Planning File 1245 - Antler Corporation request for variance to sidewalk <br />requirement at 2015 Rice Street <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated that the Antler Corporation is constructing an office <br />building for the Arrerican Dairy Association at the Southwest corner of Elrrer <br />and Rice Street. He indicated that there are presently no storm sewers in <br />place on ElIrer or Rice Streets and that an existing ditch carries the water <br />Easterly on Elmer and South on Rice Street. Because of these ditches, it is <br />impractical to construct a sidewalk on the Rice Street frontage of the property. <br />Mr. Dahlgren indicated that Mr. DrONn, Assistant City Engineer, after reviewing <br />the topography, feels that the sidewalk could be constructed on the Elrrer <br />frontage at this time. <br /> <br />Discussion <br /> <br />Mr. G. Johnson asked if the applicant had any discussion with the City about <br />escrcwing IIDney for the future construction of the sidewalk after the storm <br />sewers were constructed. <br /> <br />Mr. Jack Gysbers, Antler Corporation representative, indicated that they would <br />be willing to submit a letter saying that they would construct the sidewalk when <br />the storm sewer is constructed. He stated they would be willing to provide the <br />IIDney in an escrow account only as a last resort. <br /> <br />Mr. Dahlgren indicated that if the property were sold the legal status of the <br />letter, indicating that they would construct a sidewalk, would be questionable. <br /> <br />Mr. Cliff Markus, General Manager of the Arrerican Dairy Association ,indicated <br />that he felt the sidewalk was not needed at this t.i.me. He stated that the closest <br />sidewalk was about 2 miles CMay. <br />
