<br />Mr. Loren Hockemeyer, l161 ElIrer, felt this developrrent would create additional <br />traffic and expressed concern about the safety of people who are getting off <br />buses on Rice Street and walking to their hones. <br /> <br />Mr. Markus indicated that they would be willing to install a sidewalk in an <br />agreed upon nu.nber of ronths after the storm sewer was installed. He asked <br />hON much roney would be required to be placed in escrow for the future <br />construction of the sidewalk. Mr. Drown indicated that, at present, the best <br />estirrates are about $10. 00 per running foot. <br /> <br />Mr. Markus asked that if an arrount of roney were put in escrow nON and it would <br />be insufficient to pay the cost of the sidewalk when it is constructed, what <br />the responsibility of the land owner would be? Mr. Dahlgren indicated that the <br />money placed in escrON would be placed in a City account and it was hoped the <br />interest earned on the roney would pay for the increased costs of the sidewalk. <br />He indicated that if this were not the case, that the City would pay for the <br />additional cost. <br /> <br />Recomrendation <br /> <br />Mr. Rukavina roved and Mrs. Cushing seconded that the Corrmission reco:rrrrend <br />approval of Antler Corporation's request for variance to sidewalk requirement <br />at 2015 Rice Street with the condition that the applicant submit an arrount of <br />funds, to be determined by the Public Works Director, to the City to establish <br />an escrew account for the construction of sidewalks pending developrrent of a <br />stonn sewer system. Roll Call, Ayes: Dressler, Rukavina, Cushing, SiIIDns and <br />G. Johnson. Nays: None. <br /> <br />Planning File 1246 - Roseville Property's request for variance to floor area <br />ratio, nu.nber of garages required and requirement of the <br />Ordinance that prohibits efficiency apa.rtments at 1400 <br />and 1410 Terrace Drive. <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated that the applicant proposes to convert unused space in <br />the baserrents of the two apa.rt:Irent buildings into efficiency apartIrents. Mr . <br />Dahlgren also indicated that the City records shew there has been no easerrent <br />given for the North 30' of Judith Street. <br /> <br />Mr. Daniel Comrers, owner of the apa.rt:Irents, indicated that he proposes to <br />convert the existing sleeping roorrs and party roorrs into four efficiency <br />apartments. He stated that he would be glad to dedicate the property for <br />Judi th Avenue. <br /> <br />Discussion <br /> <br />Mrs. Dressler asked if there were any closets provided in the apartments. Mr . <br />Comrers indicated that portable closets would be provided. Mr. Comrers <br />co:rrrrented that, on the suggestion of Mr. Dahlgren, they would be enlarging <br />the size of two of the apartments and relocating the door to serve the apartments. <br /> <br />Mrs. Cushing felt that allowing the efficiency apart:Irents at this tine was a <br />good idea and she didn't see any problem with the application. Mr. G. Johnson <br />agreed that providing the efficiencies was a good idea. Mrs. Dressler felt that <br />there should be a closet or storage area provided in each unit. <br />
