<br />-4- <br /> <br />Planning File 1264 - Proposed Amendment to Zoning Ordinance Defining Certain <br />Permitted and Seecial Uses in the R-l District and Adding <br />Criteria for Issuance of Special Use Permits <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated that this amendment was one that the Planning Commission <br />and Council had considered in the past and that it clarified the use of public <br />schools for other quasi-public purposes. He further indicated that schools had <br />long been accepted as a use in residential district, but that as the use of these <br />schools changed. the factors which made schools acceptable may also change and. <br />therefore, the use become undesirable in such a neighborhood. Therefore. it <br />would be desirable for the City to have additional control over uses in the <br />residential district and that was the purpose of the proposed amendment. <br />He further indicated that the proposed ordinance had been reviewed by the Attorney <br />General and that it was considered reasonable for adoption. <br />Discussion <br />George Johnson inquired as to the lease purchase agreement the School District <br />had with the National Guard and whether assurances had been received regarding <br />the maintaining of a low key use of this property. <br /> <br />Mr. Dahlgren indicated that the City had met several times with the National Guard <br />and that the National Guard had met with the neighbors in the area and that their <br />proposal involved basically training on a limited basis, and there should be no <br />extensive use of the property. <br /> <br />Vern Johnson asked if the ordinances as now exist, or as proposed, would be <br />sufficient to protect the City against a gradual expansion of the use of the land <br />by the National Guard. <br /> <br />Mr. Dahlgren indicated that any expansion of parking would, of course, come under <br />this ordinance as proposed. <br /> <br />Recommendation <br /> <br />Mr. Rukavina moved and Mrs. Cushinq seconded, that the Commission recommend the <br />adoption of the amendment to the zoning ordinance relating to the use of school <br />properties. Roll Call, Ayes: Rukavina, Cushing, Dressler, George Johnson and <br />Vern Johnson. Nays: None. <br /> <br />Adjournment <br /> <br />Mr. Rukavina moved and Mrs. Cushing seconded, that the meeting be adjourned at <br />approximately 8:55 P.M. Roll Call, Ayes: Rukavina, Cushing.
