<br />Roseville Planning Commission Minutes <br />Wednesday, January 7, 1981 <br /> <br />The January 7,1981, regular meeting of the Roseville Planning Commission was <br />called to order by Acting Chairman George Johnson at 7:30 P.M. <br /> <br />Members present: <br />Members absent: <br />Others present: <br /> <br />George Johnson, Dressler, Mastel, Rukavina, Simons <br />Cushing <br />Council liaison Al Kehr, Howard Dahlgren of Howard Dahlgren <br />Associates, Dave Drown and Jim Payne <br /> <br />Approval of Minutes <br /> <br />Mr. Rukavina moved, Mrs. Dressler seconded, that the minutes of the regular <br />meeting of December 3,1980, be approved. Roll Call, Ayes: Rukavina, Dressler, <br />Johnson. Nays: None. Abstention: Simons and Mastel. <br /> <br />Planning File 1293 Cecil A. Sanders request to amend zoning ordinance <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated that the applicant was requesting that the zoning ordinance <br />be amended to include barbershops with one operator as a special use in the R-l <br />residential district. <br /> <br />Mr. Sanders is a retired barber and proposes to operate a one chair barbershop <br />in his basement. Currently the zoning ordinance allows the operation of beauty <br />parlors of single chair as a special use~ but does not allow barbershops. It <br />was Mr. Sanders intent to apply for the special use since he was retired and had <br />no retirement income, even though he had been a barber for several years. <br /> <br />Mr. Dahlgren further indicated that there may be some distinction between barber- <br />shops and beauty parlors in that the normal and customary use of the barbershop <br />was for people to come without appointments; whereas,) with the beauty shop, it <br />was usually by appointment only. He emphasized, however, that the hearing under <br />discussion this evening concerned the request to amend the zoning ordinance and <br />not the particular application that might be made by Mr. Sanders. He did indicate <br />that others could apply and would be handled on a case-by-case basis. <br /> <br />Discussion <br /> <br />Mr. Simons asked if under current State laws regarding licensing of beauty parlors, <br />whether it was possible for a beauty parlor to cut men's hair. <br /> <br />Mr. Dahlgren indicated that it was possible and also possible for barbershops to <br />cut women's hair, but that one should look at the normal and customary business <br />that would be exprected in one or the other. <br /> <br />Mr. Rukavina asked if since this was under the special use category, whether certain <br />conditions could be set regarding hours of operation and so on, should the appli- <br />cant eventually apply for the special use permit. <br />
