<br />-2- <br /> <br />Mr. Dahlgren did indicate that would be possible since it was a special or <br />conditional use type of situation where conditions could be set. <br /> <br />Mrs. Dressler indicated that it was her feeling that since beauty parlors were <br />allowed it may be discriminatory to disallow barbershops. She further questioned <br />whether it would be possible to turn down anyone for the special use once it had <br />been placed in the City zoning ordinance. <br /> <br />Mr. Dahlgren indicated that in many cases it could not be, but under certain <br />conditions this would be possible. <br /> <br />Mr. Johnson indicated that it was his understanding that the main difference between <br />barbershops and beauty parlors was the appointment or non-appointment type of <br />situation and did not feel that the uses would be quite the same since it could be <br />expected that individuals would come to the barbershop without appointments. <br /> <br />Recommendation <br /> <br />Mr. Simons moved and Mr. Mastel seconded, that the Planning Commission recommend <br />the approval of the request to amend the zoning ordinance to include barbershops <br />with one operator as a special use in the R-l residential district. Nays: Johnson. <br /> <br />Planning File 1292 - Charles Weleczki request for preliminary plat at 1822 North <br />Dale Court <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated that the applicant proposed to divide the 1.978 acre tract <br />formerly platted into 3 lots, known as Lots 1,2 and 3, Block 1, Stuber Addition, <br />into six lots with one lot being the lot containing the house currently at the <br />address. The property is that located at the southwest corner of Dale Court and <br />Dale Street. <br /> <br />Mr. Dahlgren further indicated that the total square feet of the entire lot <br />averaged to a lot size of 14,330 square feet. The smallest lot was 11,025 <br />square feet and the largest was 25,000 square feet. The frontages varied from <br />92 feet to 147 feet with four of the lots fronting on Dale Court and two on Dale <br />Street. Given the size of the lots and the proposed location of homes on the lots, <br />it appeared that the applicant's proposal met city minimum requirements for lot <br />size. He further indicated that there were some engineering considerations that <br />should be brought up at this time. <br /> <br />Mr. Drown indicated that since there were no utilities on Dale Street, utilities <br />would have to be brought to the lots fronting on Dale Street from Dale Court. <br />The applicant had proposed in the preliminary plat certain easements to provide <br />for sewer and water hookups, however, he did not feel that this was done in the <br />best manner possible. He requested the Commission to continue the matter so that <br />further studies could be done so that the applicant and the engineering department <br />could confer on the matter and come up with an equitable solution. <br /> <br />Recommendation <br /> <br />Mastel moved and Bressler seconded, that the Charles Weleczki request for <br />preliminary plat at 1822 North Dale Court be continued to the February 4, 1981 <br />meeting. Roll Call, Ayes: Simons, Dressler, Mastel, Rukavina, Johnson. <br />Nays: None. <br />
