<br />Roseville Planning Commission Minutes <br />Wednesday, February 4, 1981 <br /> <br />The February 4, 1981, regular meeting of the Roseville Planning Commission <br />was called to order by Acting Chairman George Johnson at 7:30 P.M. <br /> <br />Members present: <br />Members absent: <br />Others present: <br /> <br />Johnson, Dressler, Mastel, Simons, Cushing. <br />Rukavina <br />Council liaison Al Kehr, Howard Dahlgren of Howard Dahlgren <br />Associates, Dave Drown and Jim Payne <br /> <br />Approval of Minutes <br /> <br />Mrs. Dressler moved and Mr. Mastel seconded, that the minutes of the regular <br />meeting of January 7, 1981 be approved. Roll Call, Ayes: Dressler, Mastel, <br />Simons, Johnson. Nays: None. Abstention: Cushing. <br /> <br />Planning File 1296 - Carlson Equipment Company request for variance to ordinance <br />requiring the construction of sidewalk at 1380 West <br />County Road C <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated the applicant had recently co~pleted a major expansion <br />to their equipment company which is located on County Road C south of the <br />Burlington Northern Railway tracks. The scale of the expansion, in accordance <br />with the established city policies, triggers the requirement for the cons- <br />truction of a sidewalk on the public right-of-way frontage. This requirement <br />applies to commercial, industrial and multiple residential development. Since <br />placement of the sidewalk on the public right-of-way would mean that the side- <br />walk would be north of the railroad tracks and since the tracks there are used <br />extensively for a "team track" operation where many trucks are often parked <br />or drive across the area that would be the potential sidewalk, the applicant <br />is requesting that they be relieved of the requirement to construct the side- <br />walk. <br /> <br />Mr. Gary Carlson, representing the applicant, indicated his presence at the <br />meeting and that he felt the interference from the team track operation, as <br />well as the indication that a sidewalk along a short stretch on the south of <br />County Road C would not be utilized. It would be a acceptable idea not to build <br />the sidewalk. <br /> <br />Discussion <br /> <br />Mr. Mastel asked if it would be possible to require the applicant to contribute <br />monies at some later day should a sidewalk be feasible. <br /> <br />Mr. Carlson indicated that in discussions with the staff, it was his understand- <br />ing that this could not be done. <br /> <br />Mr. Simons asked if, at some future date, the city should decide to build a side- <br />walk along the south side of "C" , would the variance to the sidewalk requirement <br />be an indication that the applicant would not be liable for any normal assess- <br />ments in the building of the sidewalk. <br />
