Recommendation Mr. Mastel moved and Mr. Simons seconded, that the Planning Commission recommend approval of the Carlson Equipment Company request for variance to the ordinance requiring the construction of a sidewalk at 1380 West County Road C, provided that the applicant understands that in the future, should the City decide to construct a sidewalk along County Road C on the south side, that the applicant would still be liable for normal assessments assessed against the abutting property owners. Planning File 1292 - Charles Welecski request for preliminary plat at 1822 North Dale Court Discussion Mr. Payne indicated that this item had been continued from the previous meeting because of some last minute items that were brought forward that would make the plan, as proposed, not feasible at that time. This was still the case as discussions were continuing with the applicant and Mr. Payne requested that the item be continued until the following meeting. Sanders request for special use permit at 3083 North Wilder Street Presentation Mr. Dahlgren indicated that the applicant had appeared before the Planning Commission at last month's meeting requesting that anaddition to the zoning ordinance as it applied to special uses in the R-I district be changed to include the special use of one person barbershops. He indicated that the Commission had approved the request, and that the Council had also approved the request, with the condition that the barbershop be operated on an appoint- ment basis only. He indicated that the applicant was now requesting the special use permit under this ordinance change in that he would be operating the bar- bershop in his basement at the location indicated. Mr. Sanders was present and indicated that he was planning to operate the barbershop two days a week and that it would be by appointment only. Recommendation Dressler moved and Cushing seconded, that the Cecil A. Sanders request for special use permit at 3083 North Wilder Street be recommended to the Council for approval.
