<br />Roseville Planning Commission Minutes <br />Wednesday, March 4, 1981 <br /> <br />The March 4, 1981, regular meeting of the Roseville Planning Commission was <br />called to order by Chairman George Johnson at 7:30 P.M. <br /> <br />Members present: <br />Members absent: <br />Others present: <br /> <br />Johnson, Dressler, Mastel, Rukavina, Simons, Cushing <br />None <br />Council liaison Al Kehr, Howard Dahlgren of Howard Dahlgren <br />Associates, Dave Drown and Jim Payne. <br /> <br />Approval of Minutes <br /> <br />Cushing moved and Simons seconded, that the minutes of the meeting of <br />February 4, 1981, be approved with the correction that under Planning <br />File 1297, Discussion, Paragraph 5, begin by reading: "Mrs. Cushing had <br />further questions concerning the approval of other governmental bodies~ <br />insert"and residents~ continue"in the area." <br />Roll Call, Ayes: Dressler, Mastel, Simons, Cushing, Johnson. Nays: None. <br />Abstention: Rukavina. <br /> <br />Planning File 1299 - Twin City Federal Request for Variance to Setback <br />Requirements in Shopping Center District at 1490 West <br />County Road B <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated that the applicant who now occupies space at the north- <br />west corner of the Har Mar Shopping Center, is proposing to build a supple- <br />mental driveup facility in the far northeast corner of the Shopping Center site. <br />He explained that the staff had reviewed several options with regard to location <br />of the facility in this area, and that the applicant had been cooperative in <br />altering their plans according to staff requests. He noted that in addition to <br />plans for the building site location itself, the applicant was proposing to <br />alter the access to the site by installing a curb just north of the Firestone <br />Building and by cutting the median curb at the far west access, just northwest <br />of the Firestone Building. In final review of the plans it was found that the <br />curb north of the Firestone Building would not be appropriate as it would reduce <br />the driveway space along this area to 22 feet. In addition the curb cut that <br />was proposed may, in fact, cause more problems than it solved and Mr. Dahlgren <br />was recommending that these two items be deleted from the plan. <br /> <br />Mr. Dahlgren further noted that the plan provided for construction of the <br />building just to the north of the existing apartment structure which is <br />set back 30 feet from Pascal Avenue. He indicated that in a Shopping Center <br />District, the setback requirements for building was 100 feet. The proposed <br />building would be 67 feet from the eastern right-of-way and 10 feet from the <br />southern property line adjacent to the apartments. He indicated that the <br />Shopping Center District code makes allowances for shopping center developers <br />to provide a plan involving the reduction of these setbacks, subject to review. <br /> <br />Mr. Bob Galush, representing the applicant, explained that the building would <br />be approximately 12 feet wide by 42 to 46 feet long. He explained that <br />extensive plantings were planned along the northeast end)and southern portions <br />of the site, in addition to an island in the center of the site, and that this <br />should enhance the area as it was simply open parking area at this time. <br />
