<br />-2- <br /> <br />Discussion <br /> <br />Mr. Rukavina asked what the hours of the facility would be and what the <br />normal traffic counts were expected to be at such a driveup facility. <br /> <br />Mr. Galush indicated that the hours would be 8:30 to 4:00, Monday through <br />Thursday and 8:30 to 7:00 on Friday. He further stated that during the <br />five day period in September, there current busiest site located in the <br />Twin City area processed 462 transactions per week with the heaviest day <br />being Friday with 134 transactions. <br /> <br />Mrs. Dressler indicated that she understood that the Roseville facility <br />was the busiest office in the Twin City area, and asked why this particular <br />site was chosen and not another in the center, or possibly some off center <br />location. <br /> <br />Mr. Galush indicated that the selection was due partly to visibility <br />considerations, but in addition, regulations of the Savings and Loan Industry <br />require that driveup facilities be within 500 feet of the main facility. <br /> <br />Mr. Mastel asked if the applicant anticipated any increase in activity due <br />to the change in laws allowing Savings and Loan Banks to have checking account <br />customers. <br /> <br />Mr. Galush indicated that since January there had been no appreciable increase <br />in business and that people were simply changing their accounts over to the new <br />type account. He further indicated that the driveup idea was not due in any <br />way to this change, but was something that had been planned for some time. <br /> <br />Mr. Simons asked what the hardship involved was and that variances should be <br />granted for hardships. <br /> <br />Mr. Dahlgren indicated that the criteria for granting a variance in the <br />Shopping Center District was somewhat different than the normal criteria for <br />a variance in another area. He indicated that the shopping center district <br />coding allowed for a variance to the 100 foot setback and that it need not <br />necessarily be due to hardship, only that the plan be reasonable and workable. <br /> <br />Mr. Galush reiterated his statements concerning the savings and loan laws in <br />the 500 foot requirement. <br /> <br />Mr. Simons asked why the building itself could not be located on the island <br />as proposed in the plan. He felt that this location would be more suitable, <br />given the traffic pattern that would likely develop in the area. <br /> <br />Mr. Dahlgren indicated that it was simply the staff's feeling that this would <br />be the best location for the building itself, given the plan as proposed.With <br />the possible changes in the site plan as per his recommendation; i.e., the <br />deletion of the curb to the north of the Firestone Building and the elimination <br />of the curb cut at the westerly entrance, that there may be other workable <br />solutions to the problem. <br />
