<br />-4- <br /> <br />Discussion <br /> <br />Mr. Nathan Mandel, 2490 Beacon, indicated he has had several talks with <br />Mr. Cave and the neighbors and he would like to see some decision made on <br />the property so he could either proceed with selling his house or doing <br />other things to improve it as he had been holding off for some time. <br /> <br />Mr. Steve Good, 2435 Beacon, also indicated he would like to see a decision <br />made on this as soon as possible so he could have things done to his house <br />if the neighborhood is going to stay resident~al. He indicated that overall, <br />he was pleased with his home and would like to see it remain a residential <br />area. Barring that, he indicated he would probably need quite a bit of money <br />to relocate given current economic conditions. <br /> <br />Mr. George Kohl, 1764 Brooks, indicated as things stand now, the houses were <br />really worth nothing and it was difficult for anyone to relocate from the area <br />because it was difficult to sell anyone a house under the tentative conditions <br />that exist there. Mr. Dahlgren indicated that because the decision to allow <br />residential was up at this time, if a decision is made to allow Mr. Cave to <br />build residential, it would set the issue of commercial building aside for <br />some time. <br /> <br />Recommendation <br /> <br />Mr. Rukavina moved and Mrs. Cushing seconded, that the Sam Cave request for <br />preliminary plat, rezoning from R-l to R-6 and special use permit (PUD) at <br />2496 Fairview Avenue be continued to the Planning Commission meeting of <br />June 3, 1981. Roll Call, Ayes: Cushing, Dressler, Mastel, Matson, Moeller, <br />Rukavina, Johnson. Nays: None. <br /> <br />Planning File 1304 - Proposed Ordinance regarding use of newspaper tubes <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated that on March 23, 1981, the City Council held a hearing <br />regarding an earlier recommendation of the Planning Commission to consider an <br />amendment to the zoning ordinance controlling the placing of containers for <br />newspapers or other advertising material delivered within the public right- <br />of-way. Several representatives of the newspapers appeared at the Council <br />meeting and voiced their concerns over the proposed ordinance. Due to the <br />complexity of the issue, the Council decided to refer the newsppaer tube question <br />back to the Planning Commission for their consideration at today's meeting. <br />Mr. Dahlgren further explained the basic problem as expressed at various meet- <br />ings was the inability to recruit persons willing to make delivery on a door- <br />to-door basis. The newspapers have, therefore, solved this problem by install- <br />ing newspaper tubes and having newspapers delivered by motor route carrier. <br />He indicated the basic concern of the newspapers was in the economics of del- <br />ivering the newspapers. It was suggested it would be helpful to become aware <br />of the dollars involved so that the problem could be better understood. The <br />newspapers were reluctant to discuss this matter in the presence of their com- <br />petitors. He indicated several solutions had been discussed at various meetings, <br />including paying the newspaper deliverer more for house-to-house delivery, re- <br />quiring motor route drivers to deliver to the door, or requiring one box be <br />placed at each residence for all newspapers. <br />
