-5-

Mr. Rukavina asked how many employees normally were expected to drive to work.

Mr. Regan indicated that about 50% of the bus drivers actually drove to work
and that a substantial portion of the remainder were shuttled from a college
in the area. He indicated that on the average there were about 40 - 45 cars
parked on the site at anyone time.

Mr. Johnson asked how the applicant felt about the site and whether he had
tried to find another more adequate site.

Mr. Regan indicated that he would certainly have preferred a square site and
perhaps one ever a bit larger, but that current economic conditions had
limited his choices to this site.

Mr. Miller asked what the color of the building would be.

Mr. Morrison indicated that it had not been decided on, but would probably be
in some earth tone type of color. He further indicated that the building
would be of split concrete block and present what he felt would be pleasing
appearance.

Mr. Rukavina asked if the site would be blacktopped immediately.

Mr. Regan indicated that it had been his experience that it was best not to
blacktop at first, but to put down some sort of rock base and allow the buses
to cause settling in the area, thus avoiding settling of the blacktop and the
need to repair it many times before it had finally finished settling. He
indicated, however, that he did definitely intend to blacktop since this was
ultimately less expensive than trying to maintain a loose surface on the site.

Recommendation

Mr. Mastel moved and Mr. Rukavina seconded, that the St. Paul and Suburban Bus
Company request for special use permit at 2975 Partridge Road be recommended
for approval by the City Council. Roll Call, Ayes: Cushing, Mastel, Matson,
Miller, Rukavina, Johnson. Nays: Dressler.

Mrs. Dressler wished it be noted that her primary objection was to the pump
islands as she felt this would present a considerable problem on the site.

Planning File 1309 - Sam Cave request for preliminary plat, rezoning from
R-l to R-6 and special use permit at 2496 Fairview

Presentation

Mr. Dahlgren indicated that this matter had been continued from the previous
Planning Commission meeting because the applicant, Mr. Cave, had indicated an
intent to request that the westerly portion of the property fronting on Fairview
be rezoned from R-l to B-1 instead of from R-l to R-6. Since that time Mr. Cave
has withdrawn his proposal for B-1 and wished to continue with the R-6 proposal
as originally published and to develop two 3-unit structures as a Planned Unit
Development.
