<br />-4- <br /> <br />Planning File 1314 - St. Paul & Suburban Bus Company request for special <br />use permit at 2975 Partridge Road <br /> <br />Presentation <br /> <br />Mr. Dahlgren began with a brief history of the request. He indicated that the <br />St. Paul & Suburban Bus Company is represented by Mr. Donald Regan and was <br />granted a temporary bus storage permit on the westerly portion, or rear, of the <br />Mr. Print building at Long Lake Road. The permit, as granted, ran from the fall <br />of 1978 to the fall of 1979, and was extended one year beyond that date. <br />Mr. Regan had then requested an ordinance change so as to allow bus, garage <br />and maintenance facilities as a special use in the 1-1 district and negotiated <br />with the City for additional time to develop the new site, the one now in <br />question. <br /> <br />Mr. Dahlgren indicated that the current proposal involved a 29.4 acre site <br />on which he proposes to develop the bus, garage and parking facilities for <br />80 buses outside and 61 car spaces. He indicated that in previous discussions <br />with the applicant, a concern had been expressed on the adequacy of the site <br />from several standpoints. First,the unusual triangular shape of the site made <br />it difficult for efficient use of parking of buses and cars. He indicated <br />that the original plan had contemplated parking for 100 buses, but that had been <br />reduced to 80 through discussions. <br /> <br />Secondly, another significant problem is with the access of buses to the parking <br />area via lanes that were to be provided for the gasing of buses. That is, that <br />buses entering and leaving the property must pass the gas pump islands. He <br />noted, however, that there would normally not be two-way traffic through this <br />area. At one time all the buses would be entering, and at another time return- <br />ing so that this would be avoided to some degree. <br /> <br />Mr. Drown indicated that the plan had been reviewed for water runoff and that <br />the plan, as proposed, presented no particular problems. <br /> <br />Discussion <br /> <br />Mr. Eldon Morrison, architect for the applicant, indicated that the original <br />location of the building had been moved somewhat to the north which provided <br />additional space for entering and leaving the site. He further indicated that <br />it was expected buses, both when leaving and coming back, would be stopping <br />at the pumps to gas up and that this would occur in two lanes. The third lane, <br />as provided, would be a through lane where it was expected that buses would not <br />be stopping. <br /> <br />Mr. Rukavina asked if there were 100 buses on the current site, and if this <br />were the case, what would happen to the difference between the 80 spaces pro- <br />vided and the 100 buses that were to be parked. <br /> <br />Mr. Regan indicated that by actual count, there are 88 buses and that the <br />garage provided space for the parking of 20 buses, therefore, he did not anti- <br />cipate a problem. <br />
