Recommendation Mr. Mastel moved and Mr. ~1atson seconded, that the Rose Tree Apartment request for variance to floor area ratio, required parking, and ordinance prohibiting efficiency apartments at 655 STH 36 be recommended for approval by the City Council. Planninq File 1309 - Sam Cave request for preliminary plat, rezoning from R-l to R-6 and special use permit at 2496 Fairview Presentation Mr. Johnson explained that the applicant, Mr. Sam Cave, had requested the Planning Commission to continue this matter to the meeting of August 5, 1981. The reasons for his request were first that he had not had time to prepare the plans as he wanted to because of work he is doing in regard to the tornado. Second, he had been in contact with the neighbors and felt encouraged by their response as far as developin9 the property into commercial area. Mr. Johnson further indicated that he felt this was a reasonable request, given the situation and that the continuance would not be out of order. Recommendation Mr. Rukavina moved and Mrs. Cushing seconded, that the Sam Cave request for preliminary plat, rezoning from R-l to R-6 and special use permit at 2496 Fairview Avenue be continued to the AU9ust 5,1981, meeting. Planning File 1304 - Proposed ordinance regarding use of newspaper tubes Presentation Mr. Johnson indicated that this matter had been carried over from two previous meetings in order to give the Commission time to adequately consider the matter and to meet at a work session after the last meeting. He indicated that he felt there were three possibilities involved. First, that the Commission recommend a complete ban on newspaper tubes in the City. Second, that the status-quo be maintained; i.e., that no restrictions be placed on the paper tubes; or, third, that the Commission come up with some recommendation that would be a median between the two extremes; i.e., there be some restrictions placed on tubes, but that they not be banned completely.
