<br />-3- <br /> <br />Mr. Dahlgren further indicated that the proposal would require a variance in <br />three areas; first, the variance to the code prohibiting efficiency units in <br />apartment buildings; second, variance in density such that there would be a <br />difference of 6,987 square feet; and three, a variance to the number of parking <br />spaces required since there were 46 spaces for a total of 48 1 iving units. <br /> <br />Recommendation <br /> <br />Mr. Mastel moved and Mr. ~1atson seconded, that the Rose Tree Apartment request <br />for variance to floor area ratio, required parking, and ordinance prohibiting <br />efficiency apartments at 655 STH 36 be recommended for approval by the City <br />Council. Roll Call, Ayes: Cushing, Dressler, Mastel, Matson, Moeller, <br />Rukavina and Johnson. Nays: None. <br /> <br />Planninq File 1309 - Sam Cave request for preliminary plat, rezoning from R-l <br />to R-6 and special use permit at 2496 Fairview <br /> <br />Presentation <br /> <br />Mr. Johnson explained that the applicant, Mr. Sam Cave, had requested the <br />Planning Commission to continue this matter to the meeting of August 5, 1981. <br />The reasons for his request were first that he had not had time to prepare the <br />plans as he wanted to because of work he is doing in regard to the tornado. <br />Second, he had been in contact with the neighbors and felt encouraged by their <br />response as far as developin9 the property into commercial area. <br /> <br />Mr. Johnson further indicated that he felt this was a reasonable request, <br />given the situation and that the continuance would not be out of order. <br /> <br />Recommendation <br /> <br />Mr. Rukavina moved and Mrs. Cushing seconded, that the Sam Cave request for <br />preliminary plat, rezoning from R-l to R-6 and special use permit at 2496 Fairview <br />Avenue be continued to the AU9ust 5,1981, meeting. Roll Call, Ayes: Cushing, <br />Dressler, Mastel, Matson, Moeller, Rukavina and Johnson. Nays: None. <br /> <br />Planning File 1304 - Proposed ordinance regarding use of newspaper tubes <br /> <br />Presentation <br /> <br />Mr. Johnson indicated that this matter had been carried over from two previous <br />meetings in order to give the Commission time to adequately consider the matter <br />and to meet at a work session after the last meeting. He indicated that he felt <br />there were three possibilities involved. First, that the Commission recommend <br />a complete ban on newspaper tubes in the City. Second, that the status-quo <br />be maintained; i.e., that no restrictions be placed on the paper tubes; or, <br />third, that the Commission come up with some recommendation that would be a <br />median between the two extremes; i.e., there be some restrictions placed on tubes, <br />but that they not be banned completely. <br /> <br />Discussion <br /> <br />Mrs. Cushing indicated that she had prepared in draft form a recommendation for <br />the Commission which had been copied and presented to them.
