In response to Mr. Matson's comment, a representative from the <br />St. Paul Dispatch & Pioneer Press indicated that it was possible for them to <br />reverse their decision to use tubes and go backwards to the situation of using <br />carriers. <br /> <br />Mr. Rukavina stated that while he sympathized with placing a ban on tubes, he <br />felt there was a minority of people who could not get a newspaper delivered any <br />other way and should be considered. <br /> <br />Recommendati on <br /> <br />Mr. Matson moved and Mrs. Dressler seconded, that the Planning Commission <br />recommend for adoption an ordinance disallowing the placement of miscellaneous <br />boxes, or posts, on the public right-of-way or in required front yards except <br />as follows: <br /> <br />1. Traffic control devices or signs as installed by state, cDunty <br />or local jurisdictions. <br /> <br />2. Mail boxes as required by federal postal laws. <br /> <br />3. Utility structures or distribution systems as allowed by city, county <br />or state code. <br /> <br />4. Fences as allowed elsewhere in the City Code. <br /> <br />Roll Call, Ayes: t1atson, Moeller, Dressler. Nays: Mastel, Rukavina, Cushing <br />and Johnson. Motion failed. <br /> <br />Mr. Rukavina moved and Mr. Mastel seconded, that the Planning Commission recomm- <br />end adoption of an ordinance stating as follows: <br /> <br />"Tubes, boxes or receptacles intended for the del ivery of <br />newspapers and advertising flyers, etc. shall be prohibited <br />except as follows: <br /> <br />1. Where such tubes, boxes or receptacles are attached <br />to a home or garage by the property owner, or <br /> <br />2. Where one such tube, box or receptacle, at the request <br />of the property owner, is positioned directly beneath <br />the mail box on the same stand or post and is colored <br />either dark brown or to match the mailbox, or <br /> <br />3. Where need is shown, a temporary permit may be issued <br />at the property owner's request for more than one <br />receptacle or mounting of the receptacle on a separate <br />pos t.
