<br />-3- <br /> <br />Mr. Johnson indicated he felt time would be the answer to the problems <br />discussed thus far. He further indicated that he doesn't like to see this <br />matter delayed any more than necessary, but feels that because of the critical <br />nature of this area it would be wise not to make a hasty decision. He asked <br />Mr. Cave if he would be willing to work further with the staff on developing <br />a reasonable single family plat proposal. Mr. Cave indicated agreement. <br /> <br />Recommendation <br /> <br />Mr. Matson moved and Mrs. Dressler seconded, that the Sam Cave request for <br />preliminary plat, rezoning from R-l to R-6 and special use permit at 2496 <br />Fairview Avenue be continued until the September 2, Planning Commission meeting. <br />Roll Call, Ayes: Matson, Moeller, Rukavina, Dressler, Mastel, Johnson. Nays: <br />None. <br /> <br />Planning File 1327 - Glenn Kloskin request for rezoning from R-l to R-2 <br />at 2647 Western Avenue <br /> <br />Presentation <br /> <br />Mr. Dahlgren explained that the property in question is contiguous to the town- <br />house development north of County Road C and is located at the intersection of <br />County Road C and Western with a frontage of 100 feet on Western and a depth of <br />135 feet on County Road C. He indicated the applicant proposes to construct a <br />duplex on the property and is, therefore, requesting the rezoning from R-l to <br />R-2. He stated the size of the site is in comformance with minimum requirements <br />for a corner lot. He further indicated the applicant had submitted a site plan <br />proposing access onto Fairview Avenue with the house facing Fairview. He indicated <br />that the applicant had not, as of yet, proposed a design for the unit itself, and <br />indicated the Commission may wish to question the applicant regarding this matter. <br /> <br />Discussion <br /> <br />Mr. Kloskin, the applicant, indicated that since filing his request, he had <br />found a design that was more to his liking. He presented to the Planning <br />Commission copies of the original site plan and the new site plan which shows the <br />entrance to the duplex from County Road C, which would be to the rear of the <br />proposed duplex. <br /> <br />Mr. Rukavina indicated that generally he liked the idea of having the entrance <br />to the duplex in the rear, but that he plan showed optional parking to the front <br />of the duplex, which he was not in favor of. <br /> <br />Mrs. Cushing asked if it was possible for the Planning Commission or Council to <br />control the design of the building. <br /> <br />Mr. Dahlgren indicated that conditions could not be applied to a rezoning, however, <br />it was of some importance that the Commission understand the type of dwelling to <br />be constructe d in this area. <br /> <br />Mr. Kloskin presented the Commission with photos of town homes that he had been <br />considering. <br /> <br />Mr. Johnson indicated that he felt this proposal for R-2 in this area was worth- <br />wh il e . <br />
