<br />-4- <br /> <br />Mr. Mastel also indicated his support, as did Mr. Matson, indicating that he <br />favored the plan be approached with the driveway on County Road C. <br /> <br />The President of Westwood Village II Townhouse Association indicated that the <br />seven member executive board of the association had met and had requested that <br />he appear in opposition to the rezoning. He indicated that the board felt the <br />conversion of this property to multi-family would, to some measure, detract from <br />the neighborhood. <br /> <br />Mrs. Cushing wished the record to indicate the Commission had received a letter <br />from Mr. Ronald Snelling, attorney representing a Mr. Lahaa who is the owner of <br />the property immediately to the north of the subject property. <br /> <br />Mr. Rukavina indicated that while the Commission could not control the design of <br />the building, he wished it to be known that he favored Plan B approach as well, <br />with the driveway on County Road C, provided that there is no additional parking <br />in front of the building. <br /> <br />Mr. Kloskin indicated that this is merely a thought on his part and there would <br />be no problem with his deleting this from his plans. <br /> <br />Recommendation <br /> <br />Mr. Rukavina moved and Mr. Matson seconded, that the Glenn Kloskin request for <br />rezoning from R-l to R-2 at 2647 Western Avenue be recommended for approval by <br />the City Council. Nays: None. <br /> <br />Planning File 1325 - Harry Schroeder request for special use permit (PUD) and <br />preliminary plat at 2500 North Hamline <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated that the proper~in question is appr9ximately a three <br />acre parcel with frontage of approximately 407 feet on the west side of Hamline <br />Avenue, just south of County Road C. . He indicated the land is zoned B-1 and <br />was formerly occupied by a nursery and lawn garden store. The applicant pro- <br />poses to construct an officejcondominum development consisting of eight one <br />story buildings divided into 28 office units, each identical in size and shape, <br />with approximately 1,000 square feet per unit. He indicated that the project is <br />similar to a townhouse development in that each unit could be purchased by a <br />separate individual with an association responsible for the common ground. He <br />indicated that the applicant had prior to the meeting submitted a proposal which <br />differs from the one that was originally submitted and he distributed these plans <br />to the Commission. <br /> <br />Mr. Dahlgren indicated that these plans appeared to address some of the concerns, <br />particularly the distance that the individual would have to walk from the parking <br />area to the furthest building. He stated this had been a problem because he felt <br />that people may be parking on Hamline Avenue to get to the buildings that <br />were close to Hamline. The new proposal seemed to eliminate that problem. <br />
