Roseville Planning Commission Minutes

Wednesday, December 2, 1981

The December 2, 1981, regular meeting of the Roseville Planning Commission
was called to order by Chairman George Johnson at 7:30 p.m.

Members present: Matson, ~1oeller, Cushing, Dressler, and Johnson.

Members absent: Mastel and Rukavina.

Others present: Council liaison Al Kehr, Howard Dahlgren of Howard Dahlgren
Associates, Dave Drown, Assistant City Engineer, and Steve
North, Assistant City Manager.

Planning File 1350 - aI' Mexico request for special use permit at 1754 Lexington.

Presentation

Mr. Dahlgren indicated that in February of 1980, the City had approved a special
use permit for live entertainment at the aI' Mexico restaurant. The restaurant
is now making application for a special use permit to allow patron dancing on a
150 sq. ft. dance floor. Mr. Dahlgren stated there is a need for 10 ft. of
additional right-of-way on the west side of Lexington Avenue where the aI' Mexico
leases a parking area. This right-of-way would be used for construction of a
bike way for which the City has received a grant.

Discussion

Mr. Wayne Belisle, representing the applicant, indicated they did not envision
any change in the type of entertainment presently provided. The format of aI'
Mexico will remain the same. The special use permit for patron dancing is
simply to accommodate those people who would like to dance while listening
to the entertainment. He stated there would be no emphasis on dancing. Mr.
Belisle commented that aI' Mexico does not own the property on the west side
of Lexington, but is leasing it from Mrs. Paster for use as a parking lot.
He indicated aI' Mexico would agree to dedication of the right-of-way, but
felt the decision must be made by the landlord.

Mr. Dahlgren agreed the land owner would be the one to grant the right-of-way.
Mr. Dahlgren commented that instead of dedication of the right-of-way, an
easement could be granted for the pathway. He stated the existing parking
would not be disturbed by either dedication of right-of-way or granting of
an easement.

Mr. Belisle indicated he was concerned about an absolute condition regarding
the right-of-way on the approval of the special use permit. He stated aI'
Mexico does not control that decision, but that he would agree with trying
to obtain the easement.
