<br />Roseville Planning Commission Minutes <br />Wednesday, January 6, 1982 <br /> <br />The January 6, 1982 regular meeting of the Roseville Planning Commission <br />was called to order by Chairman Johnson at 7:30 p.m. <br /> <br />Members present: Moeller, Rukavina, Cushing, Dressler, Matson, and Johnson. <br /> <br />Members absent: Mastel. <br /> <br />Others present: <br /> <br />Council liaison, Al Kehr; Planning Consultant, Howard <br />Dahlgren; Assistant City Engineer, Dave Drown, and <br />Assistant City Manager, Steve North. <br /> <br />Approval of Minutes <br /> <br />Mrs. Dressler Moved, and Mr. Moeller Seconded, that the minutes of the regular <br />meeting of December 2, 1981 be approved. Roll Call, Ayes: Moeller, Cushing, <br />Dressler, Matson, and Johnson. Nays: None. Abstention: Rukavina. <br /> <br />Planning File 1354 - Fine Associates' request for rezoning from B-1 to B-l-b, <br />special use permit and variance to setback at 2750 <br />Snelling Avenue Frontage Road East. <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated Fine Associates proposes to construct a shopping center <br />on their property west of the Comten headquarters building. A portion of the <br />property is currently zoned B-l-b. The request is to rezone the remaining <br />property from B-1 to B-l-b to permit construction of the center. <br /> <br />The City Code requires a 10' landscape strip between a commercial area and a <br />contiguous residential area. The easterly half of the northern boundary of <br />the shopping center site is contiguous to the garage and parking area that <br />serves the residential property. This garage area will be screened with a <br />vertical poured concrete retaining wall, which is required to adjust the grades <br />along the property line. Mr. Dahlgren suggested that instead of providing this <br />10' strip which would not be seen from the garage area, that a 5' strip be left, <br />and that an additional 5' of landscaping be provided along the east side of the <br />shopping center, contiguous to the Comten site. Mr. Dahlgren commented this <br />additional 5' would be helpful in creating a more aesthetically pleasing <br />transition to the Comten office building. <br /> <br />Mr. Bob Kueppers, representing Fine Associates, indicated the shopping center <br />would be an enclosed mall of approximately 73,000 square feet. He stated the <br />center would be of high quality, and be finished with brick on all sides. He <br />said there would be two restaurants and various other shops in the center. <br /> <br />Mr. Kueppers commented he has met with officers of the Comten Corporation, and <br />they have indicated they are not opposed to the development. The center will <br />cost over $5.5 million. <br />
