<br />Planning Commission - 1/6/82 <br />-3- <br /> <br />Planning File 1352 - Proposed ordinance establishing a new business zoning <br />district. <br /> <br />The Planning Commission and City Council met in joint session to consider <br />the proposed ordinance establishing a new business zoning district. <br /> <br />Mr. Dahlgren reviewed the objectives of the new zoning district. <br /> <br />A. Increase the intensity of development. <br />B. Increase the value of development. <br />c. Increase the value of the land. <br />D. Provide protection for contiguous development. <br />E. Provide for reasonable standards of development. <br /> <br />Mr. Dahlgren made a slide presentation of the property included in the <br />moratorium area north of Highway 36 and west of Interstate 35W. He <br />indicated the City staff is currently reviewing the costs of a proposed <br />bridge over 35W connecting with County Road B-2 and the other proposed <br />roadways in the moratorium area. A preliminary estimate on the bridge <br />construction cost is $1.75 million; and for the entire improvement including <br />proposed streets and bridge, approximately $4 million. <br /> <br />Mr. Dahlgren discussed the tax increment financing district possibilities <br />for the moratorium area. <br /> <br />Mr. Dahlgren presented a proposed ordinance establishing a new business <br />zoning district, and reviewed the ordinance in detail. Following the <br />review of the ordinance, there were several questions from the audience, <br />Planning Commission, and City Council members. <br /> <br />Recommendation <br /> <br />Mr. Rukavina Moved, and Mr. Matson Seconded, that the Commission recommend <br />approval of the proposed ordinance establishing a new business zoning district <br />with the revisions as discussed at the meeting, and to also recommend the non- <br />conforming use ordinance be amended to provide that nonconforming uses in the <br />B-4 zoning district may be expanded. Roll Call, Ayes: Moeller, Rukavina, <br />Cushing, Dressler, Matson, and Johnson. Nays: None. <br /> <br />Adjournment <br /> <br />Mr. Moeller Moved, and Mrs. Dressler Seconded, that the meeting be adjourned <br />at 11:15 p.m. Roll Call, Ayes: Moeller, Rukavina, Cushing, Dressler, Matson, <br />and Johnson. Nays: None. <br />
